R-89- -2-d 4/ A RESOLUTION OF THE CITY OF TAMARAC, BROWARD COUNTY, FLORIDA, EXPRESSING ITS OPPOSITION TO OFF -SHORE DRILLING AND MINING; PROVIDING FOR TRUE COPIES; FOR PROVIDING AN EFFECTIVE DATE. WHEREAS, the ocean environment is vital to the survival. - of the human race in ways that are not fully understood, but appear clear in terms of their importance through historical study; and WHEREAS, the immediate ocean areas surrounding and near the State of Florida are vital to the citizens and visitors of Florida as a source of food and recreation; and WHEREAS, the scenic beauty of the ocean and gulf areas is vital to the State's economy; and WHEREAS, it is important to minimize the risk of environmental damage to the Atlantic Ocean and the Gulf of Mexico in order to protect the health, safety and welfare of all of the citizens of the State; and WHEREAS, there are various proposals to conduct off- shore drilling and mining in order to tap resources beneath the ocean floor; and WHEREAS, the risks of catastrophe in connection with such drilling and mining far outweigh the economic benefits which may be derived therefrom; and -1- Temp. Reso. #5501 FA 3 4 5 8 9 10 11 12 13 14 15 16 KIN 21 22 23 24 25 26 27 28 29 30 11 �y 33 34 35 36 WHEREAS, recent history has shown that the technical ability of the private industry and government to respond to oil spills and mining accidents is lacking; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, BROWARD COUNTY, FLORIDA AS FOLLOWS: SECTION 1 Expression of Opposition The City Council of the City of Tamarac, Broward County, Florida, hereby expresses its vehement opposition to any permits to allow off --shore drilling or mining and encourages the State of Florida and the Congress of the United States, and the several agencies thereof, to deny approval permits to drill or mine in the Atlantic Ocean or Gulf of Mexico or in any straits or other water bodies in or around the State of Florida or in such other areas where hazardous spills will affect the State of Florida. The City Council encourages the State and Congress to undertake such affirmative -action programs as are appropriate and necessary to establish safety regulations and "clean-up" procedures in contemplation of spills and disruptions affecting such water areas. SECTION 2 True copies The City Clerk is hereby directed to provide true copies hereof to the President of the United States, the Speaker of the U.S. House of Repre- sentatives, the President of the U.S. Senate, each of the several municipalities of the County of Broward, the Board of County Commissioners, the Florida League of Cities, and the Broward League of Cities.
