R-89 88 A RESOLUTION APPROVING ARTICLE 11 ENTITLED "WAGES" AND ARTICLE 13 ENTITLED "HEALTH INSURANCE" TO THE AGREEMENT WITH THE FEDERATION OF PUBLIC EMPLOYEES (FPE) AND PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That Article 11 entitled "WAGES" to the Agreement with the Federation of Public Employees (FPE) is hereby approved. SECTION 2: That Article 13 entitled "HEALTH INSURANCE" to the Agreement with the Federation of Public Employees (FPE) is hereby approved. SECTION 3: All other provisions of the contract remain the same. That Articles 11 and 13 attached hereto as Exhibit "A" and Exhibit "B" are made a part hereof. SECTION 4: The approval and ratification of this attached Agreement is contingent upon ratification by the Federation of Public Employees (FPE) no later than 5:00 P.M., November 30, 1989. If ratification by the Federation of Public Employees (FPE) is not received by 5:00 P.M., November 30, 1989, Paragraphs 11.6 and 11.7 of Article 11 (WAGES) are null and void. DISTRICT 4: V/M BENDER R - 85-.28 S EXHIBIT "A" A ARTICLE 11 WAGES 0 11.1 Effective February 1, 1988, all permanent full --time and all permanent part-time employees (including employees at present "H" Step of the pay plan), shall receive a four -percent (0) increase. 11.2 The Step Plan in the previous contract is eliminated. 11.3 Effective October 1, 1988, each permanent full-time and each permanent part-time employee shall receive a four -percent (0 ) increase. 11.4 On October 1, 1989, WAGES for each permanent full-time and each permanent part-time employee will be determined by a WAGE re - opener. 11.5 All full-time, permanent employees who have completed 84 months (seven (7) years) of service, shall receive a lumpsum • LONGEVITY payment annually on his/her anniversary date in the amount of two -percent (2%) of their annual gross salary. Actual payment will be made on the next regularly scheduled pay day. All permanent employees who have received a Longevity payment based on the "H" Step of the prior contract between October 1, 1987 and February 1, 1988 will waive their right this fiscal year. 11.6 A11 em 10 ees shall receive a four 2oint seven percent 4.7%wa a increase retroactive to October 1 1989 for fiscal year 1989/1990. 11.7 On October 1, 1920,wages, for each erm nent fu 1-t'me and each permanent art -time employee will be determined by a WAGE re - EXHIBIT "B" PAGE 1 1 ARTICLE 13 MEDICAL COVERAGE PROGRAM 13.1 The City shall provide group health insurance coverage after ninety (90) calendar days of employment for a permanent full-time employee. 13.2 From November 1, 1989 through September 30, 1990, the following carrier HUMANA (HMO), HUMANA (PPO) (free choice of physician) will be the only options an employee may choose if they desire to be covered by a group health insurance plan. If an individual is eligible for Medicare, he/she may choose to select Medicare as his/her primary provider in lieu of one of the City's group health insurance plans. 13.3 If the employee desires to waive his/her group health insurance coverage and seek insurance as a private individual, the City will contribute the single coverage rate of $135.03 monthly toward the individual's private insurance. If an employee desires to waive • his/her family coverage, the City will pay $236.07. In order for an employee to be compensated in this fashion, he/she must submit to the Personnel Department an invoice from the health insurance carrier they have chosen. Unless there is an actual expenditure of money by the employee for medical insurance, there will be no reimbursement by the City. 13.4 The health insurance rates from November 1, 1989 through September 30, 1990 are listed below showing the City and the employees' bi-weekly contribution. PAID BY CITY MONTHLY HUMANA (HMO) Single Coverage 117.18 Family Coverage 236.07 HUMANA (PPO) Single Coverage 132.60 Family Coverage 236.07 PAID BY EMPLOYEE MONTHLY -0- 92.03 -0- 135.21 13.5 The Bargaining Unit will be notified when the City is soliciting proposals for group health insurance coverage so it may submit a list Of insurance representatives and/or companies to be included on the R. 8 5- Agy PAGE 2 City's bidders list. 13.6 If the Bargaining Unit has health insurance proposals for consideration, they may submit them to the City for review at any time during the term of this contract, for insurance coverage for the next fiscal year. 13.7 The City has the right to select and change health insurance companies in its sole and exclusive discretion. However, alternative cost containment plans be be offered. Such decision shall not be subject to the GRIEVANCE AND ARBITRATION PROCEDURE. 13.8 The City shall make available optional Health and Life Insurance coverage for retiring employees. 13.9 The parties agree this Article will be subject to an annual re -- opener because of the nature of the insurance industry in South Florida. 0 0
