R-w89-_50 5 A RESOLUTION OF THE CITY OF TAMARAC AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION FOR A G XERISCAPE GRANT WITH THE STATE OF FLORIDA FOR A ONE MILE STRIP OF NOB HILL ROAD FROM COMMERCIAL BOULEVARD TO MCNAB ROAD; AND PROVIDING AN �) EFFECTIVE DATE. II WHEREAS, this phase of the project will be to design and implement an innovative Xeriscape landscaping project in the median of a prominent public right-of-way which is a one mile strip of Nob Hill Road from Commercial Boulevard to Mc Nab Road; and WHEREAS, the City of Tamarac proposes to prepare and adopt a form of the South Florida Water Management District's Model Landscape Code which is applicable to the particular situations in Tamarac; and WHEREAS, the purpose of Xeriscape landscaping is to conserve water through the use of efficient landscaping and through State assistance, Tamarac can demonstrate a significant impact on reducing the overall consumption of water within the City; thereby preserving this valuable natural resource; and WHEREAS, the Mayor and City Council of the City of Tamarac wish to authorize the City Manager to make application for a Xeriscape Grant between the City of Tamarac and the State of Florida for a one mile strip of Nob Hill Road from Commercial Boulevard to Mc Nab Road. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The City Council of the City of Tamarac hereby authorizes the City Manager to apply for a Xeriscape Grant between the City of Tamarac and the State of Florida for a one mile strip of Nob Hill Road from Commercial Boulevard to Mc Nab Road for an amount not to exceed $250,000.00, a copy of said application being attached hereto as "Exhibit I". SECTION 2: The appropriate City officials are hereby authorized to execute all necessary agreements and documents associated with this grant request. 1 1 2 I Temp. Outdoor irrigation can account for 50 percent or more of the average homeowner's water use. A water - conserving landscape will save the homeowner money on water, energy and maintenance bills and will help preserve r the state's valuable fresh water resources. Xeriscapes originated in the and southwestern United States. Contrary to the image of rock and cactus gardens, Florida Xeriscapes resemble lush traditional gardens. Through careful planning they save 30 to 80 percent of the �• ` - irrigation water, • 'ate.• . � ■ ■ �. 7 r start with a design plan eY efore planting trees, shrubs or turf a plan of the new landscape should be made. Planning and design should take into consideration the size and shape of the lot, the soil type, topography, and intended use of the area. Soil Improvenient.s *rhe planning stage is a good time to decide what soil amendments are needed for optimum plant growth. A soil test should be made to determine what needs to be added to the soil. Soil testing can be done by the County Extension Service or a commercial soil testing lab. Practical Turf Turf should be used where it serves a definite function such as play areas and other high traffic areas or slopes where erosion can be a problem. The physical layout of the turf areas should be designed to avoid long narrow strips of grass - Efficient Irrigation Irrigating strips of grass has been shown to be very .efficient in water use. Mulches and drought tolerant ground covers can replace turf in other areas where it is A required. The irrigation should be designed to meet the aleeds of the turf and other plants used. The design should take into consideration the hydro -zones of the landscape. When accent plants with high water requirements are used they should be grouped together to insure efficient irrigation. Lawn sprinklers should be laid out so they cover only the lawn, not sidewalks, streets and buildings. Shrubs, trees, and covers and low mass plantings should be watered h bubblers or low volume emitters placed in separate zones from the lawn sprinklers. Consider control devices such as time clocks, rain switches and moisture sensors to limit the amount of water and time of application. The best management comes from informed personal involvement.
