A RESOLUTION OF THE CITY OF TAMARAC AUTHORIZ-
ING THE DIRECTOR OF COMMUNITY DEVELOPMENT TO
APPLY TO BROWARD COUNTY COMMUNITY DEVELOPMENT
DIVISION FOR A COMMUNITY DEVELOPMENT BLOCK
GRANT FUND GRANT IN THE AMOUNT OF FIFTY
THOUSAND ($50,000.00) DOLLARS; AND PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the City of Tamarac Community Development
Department has recommended that the City of Tamarac partici-
pate in the 15th year Community Development Block Grant
Program of Broward County; and
WHEREAS, the City of Tamarac has identified an area of
low to moderate income households within Census Tract 0502.02
of the City of Tamarac and which is more particularly identi-
fied in Exhibit "A" attached hereto; and
WHEREAS, the City of Tamarac finds that certain sections
of sewer lines in Census Tract 0502.02 are in need of repair;
and
WHEREAS, the repair of these sewer lines will benefit
the health, safety and welfare of the City of Tamarac and the
residents of Census Tract 0502.02;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:
SECTION l That the City Council of the City of
Tamarac hereby authorizes the Director of Community Develop-
ment to file with Broward County Community Development
Division an Application of Intent for participation in the
Community Development Block Grant Fund in the amount of Fifty
Thousand ($50,000.00) Dollars.
SECTION 2 : This Resolution shall become effective

A. Project Goals & Objectives:
Goals:
To extend the life of sewer lines and to reduce maintenance cost with-
in project area of the City of Tamarac. To reduce the amount of infil-
tration of water.
Objectives:
To reduce infiltration in Tamarac Utilities East estimated to total two
and one-half (2z) gals per day per capita by sealing sewer -lines and re-
pairing breaks. All residents of the census tract will be the beneficery
of stabilized or reduced sewer rates. This program will eliminate the
necessity of replacing sewer lines. By reducing infiltration, this program
will extend the life of the sewer lines by 20 to 30 years. Reduce cost of
sewer line maintenance and pump stations which directly affect waste water
rate structure. The City of Tamarac estimates this program will reduce
cost of wast water rates by $19.76/annumn/dwelling unit.
B. Discuss Implementation Strategy:
The City of Tamarac proposes the following implementation strategy:
A. Notify residents of affected area by mail of scope of project 11-30-89.
B. Televise and clean sewer lines by 12-31-89 using city equipment and
manpower.
C. Request R.F.P.'s by 12-31-89.
D. Advertise for bids due on or before 1--30-90.
E. Award contract by 2-28-90.
F. On or before 3-1-90, conduct a pre -construction conference with
successful bidder.
G. Begin project on or before 3-31-90.
H. Complete project on or before 9-30-90.

The City of Tamarac Utilities/Engineering Department, with a staff of 15 full-time
employees, is headed by Robert Foamy, an engineer registered in the State of Florida.
The staff includes three full-time inspectors and a contract administrator (Utility
Engineer). Since 1985, Tamarac Utilities has overseen construction projects in
excess of $28 million.
While the City has no current experience with CDBG funds, several responsible staff
members, including the City Manager and City Planner, have had direct successful
experience with CDBG projects in Broward County and elsewhere.

A. Project Description: This project is to rehabilitate 1,912 feet of sanitary
sewer line. The process involves inserting a sleeve that when hot water is
pumped through the material, a chemical reaction takes place wherein the
material adheres to the walls of sewer line repariring cracks and holes. The
life expectancy of the rehabilitated lines is 20 to 30 years.
B. Time Frame: The construction time to complete project is estimated to
take from March 1990 to on or before Sept. 30, 1990.

Proposed Project Implementation
• Project Impact: Describe how this project will impact on the following:
(A) current or future development of the area, (B) create or retain jobs
for neighborhood residents, (C) complement your organization's economic
development strategy, and (D) how project will be consistent with local
plans, proposed projects, include letter of support, if applicable.
A. This project affects 938 residences in Census Tract 0502.02. The rehabilita-
tion of sewer lines allows current residents to remain efficiently connected
to the waste water system. The rehabilitation would allow vacant lots to be
efficiently served for future development.
B. This project does not creare or retain jobs for neighborhood residents; it
does improve residences.
C. 1. The City of Tamarac's economic strategy will be enhanced by the following:
(a) Promote, improve and maintain affordable housing in the City of
Tamarac.
(b) Promote, improve and maintain affordable neighborhoods in Tamarac.
(c) Promote the development of the industrial and commercial lands in
Tamarac in order to expand the tax base and keep the property taxes
low for our consumers of affordable housing.
. 2. The rehabilitation of sewer lines in Census Tract 0502.02 would benefit
all residents of this tract. The Utilities Department estimates in-
filtration to be 2.5 gals per day/residentes. This would equate to over
one million gallons of infiltration per annumn. The current rate of $1.02/
thousand that the City of Tamarac pays to Ft. Lauderdale for the treat-
ment of waste water would be reduced by the rehabilitation. This savings
is estimated to be $19.76/annumn/residence.
D. The new City of Tamarac Comprehensive Plan states the sanitary sewers are
vital to the protection of health, safety and welfare of the residents of
Tamarac.
The sanitary sewer element of the comprehensive plan futher states the
following policy for maintenance and repair of sanitary sewers:

Project Maintenance
In accordance with the Community Development Block Grant
application form, page 8 of 14, Item C, kindly be advised as
follows:
1) The City of Tamarac Utilities will provide full time
maintenance of the subject project, if it is approved
for a community development block grant and ultimately
constructed;
2) The proposed project, if constructed, will reduce both
infiltration and exfiltration in the Tamarac East
sanitary system. Reducing the infiltration in this
system will reduce the cost of treatment by the City of
Fort Lauderdale and thereby reduce monthly sanitary
billings to Tamarac Utilities East consumers.
3) Reducing the Tamarac Utilities East sewer system ex -
filtration will protect the Biscayne Aquifer from being
contaminated by raw sewage from the Tamarac Utilities
East sewer system.
