R-89-z---� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA ADOPTING A POLICY OF DEVELOPING A JOINT RECYCLING PROGRAM WHICH WILL INCLUDE THE CITIES OF COCONUT CREEK, CORAL SPRINGS, LAUDERHILL, MARGATE, NORTH LAUDERDALE AND TAMARAC AS OUTLINED IN EXHIBIT "A" ATTACHED HERETO ENTITLED "RECYCLING PROGRAM GOALS"; AUTHORIZING THE CITY MANAGER OF THE CITY OF TAMARAC TO WORK CLOSELY WITH THE OTHER CITIES INVOLVED TO CARRY OUT THE AIMS OF THIS RESOLUTION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Solid Waste Management Act of 1988 provides requirements for the reduction of the waste stream through recycling efforts; and WHEREAS, based on economies of scale, contiguous service areas and a set of common goals it is in the best interest of the City of Tamarac to join with Cities of Coconut Creek, Coral Springs, Lauderhill, Margate, North Lauderdale and Tamarac to develop a joint recycling program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the foregoing whereas clauses are hereby ratified and confirmed as true and correct by the City Council of Tamarac. SECTION 2: That the City Council of the City of Tamarac hereby agrees and adopts a policy of developing a Joint Recycling Program which will include the Cities of Coconut Creek, Coral Springs, Lauderhill, Margate, North Lauderdale and Tamarac as outlined in Exhibit "A" attached hereto entitled "Recycling Program Goals". Temp. Reso. #5336 SECTION 3: That the City Manager of the City of Tamarac is hereby authorized and directed to work closely with the other cities to carry out the aims of this Resolution. To jointly develop one recycling program with the Cities . of Coconut Creek, Coral Springs, Lauderhill, Margate, North Lauderdale and Tamarac based on economies of scale, contiguous service areas and common efforts in order to comply with the Solid waste Management Act of 1988. 9 2. To authorize the participation of each City Manager to work closely with the other Cities to implement the following program, schedule and guidelines: The initial emphasis for the joint recycling program will be to reduce newspaper waste by establishing a curbside pick-up program in single family areas. Objective: Prepare requests foi proposals to be trans- mitted to private sector vendors and analyze results based on a cost comparison including the option of a joint program operated by the municipalities, and to provide recommendations on results of the request for purposes. Schedule: March to May 1989 Objective: Begin promotional first phase of program. Schedule: July 1989 campaign and start-up The second phase of the joint recycling program will address aluminum and glass materials. Objective: Based on the results of newspaper program review initiate the implementation of a aluminum and glass materials program for curbside pick-up in single family areas. Schedule: October 1990 Objective: Begin promotional second phase of program. Schedule: JANUARY 1991 campaign and start-up Evaluate waste stream reduction to determine if further recycling efforts are required including the participation of condominiums and multi -family developments. Schedule: January 1992
