R-88- A RESOLUTION APPROVING AND AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A CONTRACT BETWEEN THE CITY OF TAMARAC AND JOHN W. ANDERSON, JR. A.I.C.P. PERTAINING TO THE TAMARAC COMPREHENSIVE PLAN; AND PRO- VIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the City Council of the City of Tamarac hereby approves a contract between the City of Tamarac and John W. Anderson, Jr., A.I.C.P. in the amount of $45.00/hr. not to exceed $3,200.00 to review and comment on drafts, re - pare revised goals, objectives, and policies of Traffic Circu- lation, Conservation, Utility, Recreation and Open S ace, and Intergovernmental Coordination Elements for the City of Tamarac Comprehensive Plan in compliance with Rule 9J-5, Florida Department of Community Affairs and the Local Government Comprehensive Planning Act, attached hereto and made a part hereof as Exhibit "A". SECTION 2: That the appropriate City officials are hereby authorized to execute said contract. SECTION 3: This Resolution shall become effective immedi- ately upon its passage. Assist the City Planner In the update of the City's Comprehensive Plan in accordance with the Local Government Comprehensive Planning and Land Development Regulation Act of 1985/86 and FAC 9J-5 which Implements it by reviewing and commenting on drafts of the Elements of the Comprehensive Plan prepared by staff and recommending and/or writing expansions or amendments thereto to comply with the State Planning Act and/or 9J--5. 2. Prepare the Evaluation and Appraisal Report on the current Comprehensive Plan of the City of Tamarac with special attention to the Goals, Objectives and Policies set forth in any manner Inthe plan; and, determining with city staff, the Planning Commission the Mayor and members of the City Council the extent to which these have been or are being Implemented, the extent to which they have responded or respond to development problems or opportunities In the community, and their current viability. 3. Prepare revised Goats, Objectives and Policies based on the above review for the approval of the City and adoption as the guiding Goals, Objectives and Policies of the revised Comprehensive Plan. 4. Attend staff meetings, meetings of the Transportation Technical Coordinating Committee (TCC) and the Technical Advisory Committee (TAC) of the Broward County League of Cities as requested by the City Planner. Ms. Thelma Brown June 16, 1988 Page 2 All of the above will be done In accordance with the Local Government Comprehensive Planning Act and FAC 9J-5 as well as the City of Tamarac's Contract with the State of Florida Including the Schedule of Dellverables. only Items *2 and *3 can be given an estimate of overall cost: I estimate they can be completed for $3200.00. The other work Items are proposed to be compensated on the basis of $45.00 per hour. I will submit monthly billings indicating the work each covers and the progress toward completion. Also, I will be associating with Taj Slddiqui, a Florida Registered Engineer in the review of the Sanitary Sewer, Solid Waste, Potable Water and Natural Groundwater Aquifer Recharge Element and the Conservation Element of the plan. Mr Slddiqui's rates are the same as mine for his professional services. Again, I very much appreciate the opportunity to present this proposal and look forward to working with you as a member of the city team. I Indicated that I will not be officially leaving Plantation until November 30 however I am prepared to begin work upon your notification to me to proceed. Anderson, Jr., agrees that with the City, he is bound by the Terms and Conditions of the city's Contract with the Department of Community Affairs, State of Florida dated February 17, 1988; and also, 2. The Consultant, J. W.
