R-88-&--Z7-,�2- A RESOLUTION RENEWING A SALARY AND BENEFIT PLAN FOR CONFIDENTIAL, SUPERVISORY, EXECUTIVE/MANAGERIAL AND APPOINTED EMPLOYEES; AND PROVIDING AN EFFECTIVE DATE. WHEREA9,1he City Manager and Personnel Director have proposed a "Salary Plan" for employees outside the bargaining units; and WHEREAS, the City Council has considered this plan and desires to Implement it. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the following "Salary and Benefit Plan" for employees outside the Bargaining Units Is effective October 1, 1988. SECTION 2: A: Pay Plan 7: CONFIDENTIAL EMPLOYEES - The following hourly pay rates are effective October 1, 1988;.range and step DO NOT apply: HOURLY POSITION POSITION * PAY RATE Executive Secretary 106--0201 $12.1613 Legislative Aide 105-0301 $10.0380 Executive Secretary 110-0301 $14.2645 Budget Specialist 115-0402 $11.6230 Confidential Secretary 178-0401 $12.1613 There will be a 4% (four percent) pay rate Increase effective October 1, 1988 for all Pay Plan 7 employees, Including the above listed positions. All full-time Confidential, Supervisory and Executive/Managerial Employees and Appointed Officials will receive $1,000 (One thousand dollars) Benefit Option package effective October 1, 1988. New employees after completing their six-month probationary period will receive a pro -rated Benefit Option Package: 21 LONGEVITY 22 A. Confidential and Supervisory Employees with seven (7) years (84 months) or more service with the City shall receive a 2% (two 23 percent) lump sum longevity in the first pay period in December. 24 B. Executive/Managerial and Appointed Officials as follows: 60 - 119 months = 2.6% per year 25 120 - 179 months = 5.0% per year 180 - 239 months = 7.5% per year 26 240 - 299 months - 10% per year 300 or more months • 12.5% per year 27 Lump sum payment In the first pay period in December. 28 SECTION 4: PERSONAL DAYS - All employees outside the bargaining unit effective October 1, 1988 shall also receive three (3) personal 29 days for Fiscal Year 10/1/88 through 9/30/89. 30 SECTION 5: LIFE INSURANCE 31 A: Confidential employees have group term life Insurance of $25,000 (for employees earning more than $20,000) anc $15,000 (for employees earning less than $20,000). Premium paid by City. 33 B: Supervisory employees have group term life Insurance 34 of $40,000. Premium paid by City. 35 C: Executive/Managerial and Appointed employees have group life Insurance of $50,000. Premium paid by City. SECTION 8: VACATION - A: Confidential and Supervisory employees will accrue 2 1 2 3 4 5 6 9 10 11 12 13 14 15 16 17 18 21 22 23 24 25 26 27 28 29 30 33 34 35 vacation leave at the following rate: SERVICE VACATION 0 through 5 years 12 days per year 6 through 10 years 15 days per year Over 10 years 18 days per year There Is a Vacation cap of 210 hours (30 days). B: Executive/Managerial and Appointed employees - Same formula as Section A above except after 15 (fifteen) years for Executive/Managerial and Appointed employees with the City, vacation shall accrue at the rate of 2 (two) days per month. There shall be no Vacation cap on Vacation accrual for Executive/Managerial and Appointed employees. SECTION 7: SICK LEAVE - Sick leave with pay shall be granted to all Confidential, Supervisory, Executive/Managerial employees and Appointed Officials at the rate of seven (7) working hours for each completed month of service and shall be accrued from year-to-year with a cap of 40 working days or 280 hours . A: BUY-BACK POLICY: Reimbursement will be made to those employees with sick leave over 280 hours at fifty - percent (50%) of their present hourly rate during the first pay period In December, those employees with 280 hours of sick leave or less, there shall be no reimbursement for any sick leave time at termination or resignation or retirement. SECTION 8: PENSION PLAN - Executive/Managerial employees may be a member of the Clty's Pension Plan or may elect to have the City place their Pension contributions in a City approved deferred compensation plan. Hoyt, Brenda Stine When Item 41 on the Council Agenda for Council meeting of Wednesday, September 28, 1988 was discussed, Vice -Mayor Stelzer recommended If there were any adJustments needed to be made to this Resolution which would have to be added, deleted, or changed, the Council should approve at this time a Motion to allow the Administrative Staff to make the necessary proper changes. His Motion was approved unani- mously by Council. The Finance Department has advised the Personnel Department there were two changes which had to be made: 1. Under paragraph C, Pay Plan 6 (Executive/Managerial Employees), the position of Deputy Utilities Engineer was unintentionally deleted from the Resolution and should be added as shown below.
