R-88- ._�; S' A RESOLUTION AUTHORIZING STAFF TO REQUEST BROWARD COUNTY WATER RESOURCE MANAGEMENT DIVISION TO ADD EXISTING POTABLE WATER WELLS NOS. 10 THROUGH 13 AND FUTURE POTABLE WATER WELLS NOS. 14 THROUGH 19 AS LOCATED ON TUW'S POTABLE WATER. WELL LOCATION MAP DATED 2/17/88 (EXHIBIT "A") TO BROWARD COUNTY'S OFFICIAL WELLFIELD PROTECTION MAP OF ZONES OF INFLUENCE AS PROVIDED FOR IN BROWARD COUNTY ORDINANCE NO. 84-60; AND FOR BROWARD COUNTY TO REGULATE THE NON --RESIDENTIAL STORAGE, HANDLING, USE OR PRODUCTION OF HAZARDOUS AND TOXIC SUBSTANCES WITHIN ZONES OF INFLUENCE FOR THE CITY'S POTABLE WATER WELLS BY IMPLEMENTING BROWARD COUNTY'S WELLFIELD PROTECTION ORDINANCE NO.84-60; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, City's existing potable water wells Nos. 1.0 through 13 and future potable water wells 14 through 19 are not on Broward County's official Wellfield Protection Map of Zones of Influence, and accordingly, are not protected by Broward County from contamination by non-residential storage, handling, use or production of hazardous and toxic substances; and WHEREAS, the City's potable water consumption use permit by South Florida Water Management expires in September, 1988; and WHEREAS, one of the conditions for South Florida Water Management District's renewal of the City's consumptive use permit is that the City's potable water wells be protected from contamination from non residential storage, handling, use or production of hazardous and toxic substances; and WHEREAS, existing potable water wells Nos. 10 through 13 and future potable water wells Nos. 14 through 19 are located in areas that are zoned for non-residential use; and WHEREAS, a City of Tamarac preliminary study has con- cluded that the City's potable water requirements through build -out may be satisfied by rehabilitating existing wells Nos. 1 through 13 and additional wells Nos. 14 through 19; and - 1 - 1 2 3 4 5 6 7 8 WE 10 11 12 13 14 15 16 17 118 19 20 21 22 23 24 25 26 27 28 29 a0 1 32 33 34 35 WHEREAS, the Director of Utilities recommends that the City request Broward County Water Resource Management Division, in accordance with the provisions of Broward County's Ordinance No. 84--60, add existing potable water wells Nos. 1.0 through 13 and future potable water wells Nos. 14 through 19 as located. on TUW's potable water well location map dated 2/17/88 (Exhibit "A") to Broward County's official Wellfield Protection Map of Zones of Influence, and for Broward County to regulate the non --residential storage, handling, use or production of hazardous and toxic substances within the zone of influence for the City's potable water wells; and WHEREAS, the City Council is desirous that all of the City's existing and future potable water wells be protected from contamination from non-residential storage, handling, use or production of hazardous and toxic substances. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1 : That City Staff is authorized to request Broward County Water Resource Management Division to schedule for consideration by the Broward County Commission, a proposal to add existing wells Nos. 10, 11, 12, and 13 and future potable water wells Nos. 14 through 19, as located on TUW's potable water well location map dated 2/17/88 (Exhibit "A") to Broward County's official Wellfield Protection Map of Zones of Influence as provided for in Broward County Ordinance 84-60; and thereby to help prevent contamination of the City's wells by regulating non residential storage, handling, use or production of hazardous and toxic substances within zones of influence for the City's potable water wells by implementing Broward County's Wellfield Protection Ordinance No. 84-60. -- 2 - 1 2 3 4 5 6 7 E:A 9 10 11 12 13 14 090 16 17 118 19 20 21 22 23 24 25 26 27 28 29 0 '1 WA 33 34 35 SECTION 2 : This Resolution shall become effective immediately upon adoption. .ZA- PASSED, ADOPTED AND APPROVED this ,, dam•,of 1988., BERNARD HART, MAYOR' ATTEST: CAROL E.
