R-86 _Q A RESOLUTION ENDORSING THE REFERENDUM TO DETERMINE WHE'ITM THE FLORIDA CONSTITUTION SHOULD BE AMENDED TO PERMIT A STATE LOTTERY WITH THE PROFITS OF SAID LOTTERY BEING USED TO AID THE PUBLIC EDUCATION SYSM: AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Constitution of the State of Florida currently prohibits all lotteries ---even lotteries operated by the State; and WHEREAS, many residents of this City are aware that other states, but not Florida, have state lottery systems; and WHEREAS, many residents want the opportunity to vote to change their Constitution to allow lotteries to be operated by the State; and WHEREAS, a campaign is currently under way to accumulate petitions from 343,000 Florida registered voters in order to secure for all of the people the opportunity to vote on November 4, 1986, for state -operated lotteries; and WHEREAS, Florida state -operated lotteries would make many millions of dollars available for improving our public education system, as well as provide an entertaining, colorful, and unifying aspect to our State culture: NOW, ARE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION l: That the City of Tamarac endorses the campaign of E.X.C.E.L. (Excellence Campaign: An Education Lottery) to provide for the people the opportunity to vote upon the issue of whether the Florida Constitution ought to be amended to allow for state -operated lotteries. SECTION 2: That the City Clerk is hereby directed to send copies of this Resolution to Broward County Commissioner, Howard C. Forman, and to the Executive Director of the Broward County League of Cities. SECTION 3: That this Resolution shall become effective upon adoption.
