R-86-.3,21Y A RESOLUTION APPROVING AMENDMENTS TO THE TAMARAC LAND USE ELEMENT FLEXIBILITY ZONE SIXTY TWO (62) AND LAND USE MAP FOR LAND SECTION SEVEN; AUTHORIZING SUBMISSION TO THE BROWARD COUNTY PLANNING COUNCIL FOR RE- CERTIFICATION THEREOF; AND PROVIDING AN EFEB_QTIIE WTE, WHEREAS, the City has adopted a Land Use Plan Element which has been certified by the Broward County Planning Council; and WHEREAS, the City wishes to amend said element as pro- vided for by Chapter 163 Florida Statute; and WHEREAS, the City has- studied the need to amend Flex- ibility Zone #62 and Land Section #7 and has studied the area to provide for the City's future needs to create Industrial Land Use designation, within Flexibility Zone #62; and WHEREAS, the City has studied the need to amend the existing Land Use designations in its certified Land Use element and the Broward County Land Use Plan for Land Section #7; and WHEREAS, the City has a need to correct and amend all calculations and acres, within Flexibility Zone #62; and WHEREAS, the City must provide changes to all documents within its Land Use Element for future uses of Flexibility Zone #62; and WHEREAS, the City has held public hearings to amend the Land Use Plan Element at which parties in interest and all other citizens so desiring had an opportunity to be and were heard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That the amendments to the Land Use Plan Element of the Comprehensive Plan for the City of Tamarac, attached hereto and made a part hereof as Exhibit "A", are hereby approved with the changes included by the City Council during the,public hearing. Land allocated for residential use is increased from 355 acres developed today to 797 acres. Most of this increase is in land designated for multi -family dwellings. The plan allows for an increase in commercial land from the 6.6 acres currently in use to 212 acres and industrial property may expand from the 47 acres existing today to 325 acres. The number of dwelling units permitted in Study Acre 62 by the City Land Use Plan Map is 7519 units. The Broward County Land Use Plan permits a total of 7532 units. There are at this time 13 reserve units that may be used by the City to apply to parcels within Study Area 62. *CAPORELLA ISLAND ne acre of proposed park was removed but no additional units greater than 453 gross or 9.8 DU/AC net will be permitted on parcel. *REVISED SEPT. 1986 Ar,endment #5-12/22/82 12A 0 is 0 e 0 31 The City will continually monitor development in this area by working with developers and property owners to reduce residential densities in order to insure that the maximum density will not be exceeded. Non-residential uses such as commercial and community facilities are treated the same as in other study areas. The City Land Use Plan Map, in conjunction with the permitted uses within each of the land use categories, determines the amount and location of these uses. Statistical City Summar The following is a statistical summary of the Tamarac Future Land Use Plan. Table 2 summarized the land uses on the Land Use Plan Map by the acreage of each land use category, for each study area and for the City as a whole. Table 3 lists the number of dwelling units permitted in each study area and the City as a whole, on the City Land Use Plan Map, and the County Land Use Plan, and lists the number of reserve units in each study area and the City as a whole. Table 3 also indicates the overall gross density represented on the City Land Use Map in each study area. The use of the reserve unit concept could —possibly permit another 537 units for a total of *35054 dwelling units on *4608 acres of land. The reserve unit concept as applied to the City of Tamarac will not in all likelihood result in an increase in residential density from that which is permitted on the City Plan Map for three reasons. First, the distribution of reserve units is such that the study areas in which the bulk of the reserve units are located are substantially developed, leaving very little land available for their application. Secondly, the land uses on the Tamarac Land Use Plan Map represent a reasonable allocation and distribution of residential densities, therefore there will be very little pressure to increase densities from what is permitted on the City Map. Finally, and most importantly, is the City's proven committment to the maintenance of a low density, open space oriented community as reflected on the City Land Use Plan Map. The reserve unit concept in the City of Tamarac will primarily be used for redistributing units within a study area. It has been the experience in urban areas that the intensity of eventual buildout is somewhat less than the buildout permitted by governmental regulations. Most urban areas develop to only 75%-90% of their potential and it is reasonable to assume that Tamarac will experience a similiar phenomenon. For the purpose of this population projection we will assume that future residential development will occur at only 85% of the density permitted by the City Land Use Plan Map. Thus, the projected number of units represented by the Tamarac Land Use Plan is determined as follows: 9 1. Total number of existing units 14,285 2. Total number of units permitted by the City Plan Map *35054 3. Difference (#2-#1-#3) *20768 4. 85% X *20768 = *17653 5. Projected unit total (1) = (4) = 5 *31939 units The Broward County Land Use Plan projects that there will be, on the average, 2.2 persons per household in Broward County by the time the County Plan reaches its potential buildout. Applying this average household size number to the projected number of units represented by the Tamarac Land Use Plan, we can determine the projected future population. *31939 units X 2.2 persons/household = *70266 projected population. This level of population which most probably will be attained around the year 2000, represents a *112% increase over the *33,000 residents currently estimated to be living inTamarac in 1982. *Revised Sept. 1986 AMENDMENT #5 - 12/22/82 35 PARKS AND RECREATION FACILITIES The Broward County Land Use Plan requires that in order for a local land use • plan to be certified, it must provide a minimum of three (3) acres of park and recreation land for every 1000 projected residents. Since the projected population for the City of Tamarac is *70,266 the park acreage required by the County Plan is *211 acres. The following is a list of the park acreages by study area either existing and zoned for park use only, or shown as park and recreation facilities on the City Land Use Plan Map. The County Land Use Plan permits up to 15% of the total park requirement to be satisfied by golf course acreage. In Tamarac this means that 33 acres of total 220 acre county requirement is satisfied from golf course acreage. Tamarac's land use plan also represents *34,3.66 acres of public and private park facilities zoned for open space use only. is more than meets the requirements of the County Plan.
