A RESOLUTION CONCERNING PROPOSED CAPITAL
'• EXPENDITURES, AFFECTING ALL RESIDENTS OF THE
CITY OF TAMARAC PROPOSING THE ACQUISITION OF
TWO (2) CLASS A PUMPERS (FIRE TRUCKS) IN AN
8 AMOUNT OF $300,000; PROPOSING THE ACQUISITION
OF LAND, AND THE DESIGN AND CONSTRUCTION OF
9 NEW PUBLIC WORKS FACILITY IN THE AMOUNT OF
$lr500,000; PROPOSING STREET RESURFACING
PROJECTS IN THE AMOUNT OF $2,000000; PRO-
2r POSING DRAINAGE IMPROVEMENT PROJECTS IN THE
AMOUNT OF $1,600,000; PROPOSING THE
11 REPLACEMENT OF SIX (6) PUMP STATIONS AT THE
COST OF $200,000; PROPOSING THE CONVERSION OF
12 OBSOLETE SEPTIC TANKS INTO THE PUBLIC SEWER
SYSTEM AT THE COST OF $300,000; PROPOSING AN
13 EXPENDITURE FOR THE DESIGN AND INSTALLATION
OF FIVE (5) FRESHWATER WELLS IN AN AMOUNT OF
14 $400,000; PROPOSING AN EXPENDITURE FOR THE
DESIGN AND INSTALLATION OF A FRESHWATER
15 STORAGE TANK AT THE TRACT 27 PARK IN AN
AMOUNT OF $1,000,000; PROPOSING AN
16 EXPENDITURE FOR THE IMPROVEMENT OF FACILITIES
AT THE NORTHWEST 61ST STREET DRINKING WATER
PLANT IN AN AMOUNT OF $400,000; PROPOSING THE
DEVELOPMENT OF TRACT 27 AS A PARK IN THE
18 AMOUNT OF $650,000; AND PROVIDING FOR THE
DESIGN AND CONSTRUCTION OF A COMMUNITY CENTER
19 IN THE AMOUNT OF $1,200,000; PROVIDING FOR A
REFERENDUM TO BE HELD ON MARCH 12, 1985;
20 PROVIDING THAT IF A MAJORITY OF THE VOTERS
APPROVE ANY OF THE PROPOSED EXPENDITURES THEN
UPON CERTIFICATION AND ACCEPTANCE OF THE
ELECTION RESULTS THE APPROPRIATE CITY
OFFICIALS SHALL BE AUTHORIZED TO MAKE THE
EXPENDITURE OF THE APPROVED FUNDS FOR THE
23 APPROVED PROJECTS; PROVIDING FOR SEVERABILITY
OF INVALID PROVISIONS; AND PROVIDING AN
24 EFFECTIVE DATE.

WHEREAS, Section 7.13 of the City Charter requires
referendum approval by the voters for any appropriation of
City funds for capital expenditures in excess of .one and one-

half percent (1.5%) of the current budget (for the 1984-85
29
budget this affects such expenditures in excess of $151,432);

and
WHEREAS, the City Council has determined that the pro-
posed capital projects and improvements are in the best
33
interest of the residents -of the City of Tamarac.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY.COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:

SECT 1: That the following proposed expenditures are
to be presented to the electorate of the City of Tamarac at
the March 12, 1985 election and if any of the proposed
expenditures are approved by a majority of the electorate at
said election the appropriate city officials shall be
authorized to approve the expenditure of the approved funds
for the approved capital projects and improvements:
DITURE
A capital expenditure is proposed for the acquisi-
tion of two (2) new firetrucks ("Class A" Pumpers by
National Fire Prevention Association standards) needed
to replace obsolete equipment. Funds for this project
would come from general funds received by the City and
other lawfully available funds in an amount not to
exceed $300,000, as may be needed.

PROCEED WITH THIS CAPITAL PROJECT?

A capital expenditure is proposed to acquire land,
to, design, construct, and equip a new facility for the
Tamarac Public Works Department presently located at
5650 Northwest 88th Avenue. Funds for this project
would come from proceeds of the sale of the existing
facility and land, from general funds received by the
City and from other lawfully available funds in an
amount not to exceed $1,500,000, as may be needed.

A capital expenditure is proposed for street resur-
facing projects. Funds for these improvements would
come from general funds and other legally available
funds in an amount not to exceed $2,000,000, as may be
needed, during the next ten (10) years.

A capital expenditure is proposed for drainage
improvement projects. Funds for these improvements
would come from impact fees, general funds and other
legally available funds collected by the City in an
amount not to exceed $1,600,000, as may be needed,
during the next ten (10) years.

ment of six (6) pump stations that are mechanically
unsound and are requiring constant maintenance. Funds
for this project would come from impact fees and other
revenues collected by the City in an amount not to
exceed $200,000, as may be needed, during the next five
(5) years.

ment, expansion, and improvement of the equipment and
facilities at the drinking water plant located at 7805
Northwest 61st Street to continue to safely comply with
governmental regulations. Funds for this project would
come from impact fees collected by the City and other
available revenues in an amount up to four hundred
thousand dollars ($400,000) during the next five (5)
years.

and driveway system, and related improvements. Funds
for this project would come from recreation impact fees
collected by the City and other available revenues in an

A capital expenditure is proposed for the design,
construction, equipping and furnishing of a community
center at the site of the Municipal Complex on Tract
38-A at the 7500 block of Northwest 88th Avenue. Funds
for this project would come from recreation impact fees
for recreational purposes collected by the City in an
amount not to exceed $1,200,000, as may be needed.
ARE YOU IN FAVOR OF AUTHORIZING THE CITY COUNCIL TO
PROCEED WITH THIS CAPITAL PROJECT?

SECTION: Should any section or provision of this
resolution or any portion hereof or any paragraph, sentence
or word be declared by a Court of competent jurisdiction to
be invalid, such decision shall not affect the validity of
the remainder hereof as a whole or any part hereof other than
the part declared to be invalid.
SECTION 3: This resolution shall become effective
immediately upon its adoption,. and the appropriate City
officials are authorized to take whatever actions are neces-
sary to see that this matter is placed on the March 12, 1985
ballot.
