3 A RESOLUTION ESTABLISHING THE CITY COUNCIL'S
FISCAL POLICY FOR THE USE OF THE PARKS AND
4 RECREATION CAPITAL FUND AND INTEREST EARNED
ON THAT FUND; AND PROVIDING AN EFFECTIVE
5 DATE
6 WHEREAS, the City of Tamarac has a Parks and
7 Recreation Capital Fund which is made up primarily of.impact
8 fees paid by land developers in amounts prescribed by the
9 Tamarac City Code; and
10 WHEREAS, the City Code and state law require that
11 such funds be dispersed only for acquisition of parks and
12 recreation land and other capital assets to further enhance
13 the City's parks and recreation programs; and
14 WHEREAS, there has been a concern voiced on City
15 Council for the cost to the City taxpayers of operating the
16 City parks and recreation facilities and questions have been
17 raised regarding the proper use of the City Parks and
18 Recreation Captial Fund;
19 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
20 OF THE CITY OF TAMARAC, FLORIDA.
21 SECTION 1: That the City Council hereby affirms
22 its policy that the money contained in the City Parks and
23 Recreation Capital Fund be used solely as prescribed by the
24 City Code for the acquisition of land and the purchase of
25 capital improvements, both for parks and recreational
purposes, only, not for payment of operation and maintenance
26
costs.

28 SECTION 2: That any interest earnings received by
the City from the investment of the Parks and Recreation
29
4 Capital Fund shall be earmarked for operation and maintenance
costs of the City parks and recreation programs and
facilities.

SECTION 3: That the City Manager and his staff are
33
charged with the execution of the policy set out in this
34
Resolution and if any question should arise as to the
application of this fiscal policy, then it shall be brought

before the City Council by the City Manager or any Council
member to be resolved.
SECTION 4: This Resolution shall take effect
immediately upon its passage.
