R-84- 225 A RESOLUTION DIRECTING THE CITY MANAGER TO ADVISE THE BROWARD COUNTY PROPERTY APPRAISER OF PROPOSED MILLAGE NECESSARY TO FUND THE TAMARAC FISCAL YEAR 1984/1985 TENTATIVE BUDGET, OF ROLLED BACK RATE, OF TIME, DATE AND PLACE OF PUBLIC HEARING TO CONSIDER THE PROPOSED MILLAGE RATE AND THE TENTATIVE BUDGET; AND PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: The City Manager is directed to advise the Broward County Property Appraiser of Tamarac's proposed millage rate of-$2.4'8 per $1,000.00 to fund the tentative budget projection for the fiscal year beginning October 1, 1984 (1984/1985), and to advise of the current year rolled back rate of $2.16 per $1,000.00, and that a first public hearing to consider the proposed millage rate and the tentative budget is planned to be held on Tuesday, September 11, 1984 at 5:05 P.M. in the City Council Chambers, 5811 NW 88 Avenue, Tamarac, Florida, subject to confirmation of that date by the Broward County Property Appraiser. Copies of the form re- quired to be transmitted to the Broward County Property Appraiser is attached hereto. SECTION 2: In the event a conflict exists with the date of the hearing between either the Broward County Commission or the Broward County School Board and the City of Tamarac, the Mayor and City Manager are hereby authorized to submit an alternative hearing date to the Broward County Property Appraiser. Box Telephone Number DR-420 PART I R. 3/84 PROPERTY APPRAISER'S INSTRUCTIONS: DR-420 PART I A. Complete this form in six copies for each millage levy, except voted levies under §12, Article VII of the State Constitu- tion. The first four copies go to the taxing authority; copy five (5) to Tax Collector; copy six (6) is retained by Property Appraiser. When copies two (2) and three (3) are returned, completed, by each taxing authority to your office, send copy three (3) immediately to the Division of Ad Valorem Tax in Tallahassee. B. Entries for lines (1) through (7) are completed by the Property Appraiser using tax roll data. C. Use this form for school districts as well as for all other taxing authorities. Provide one certification to the school district. D. All millage figures and taxable values used must apply only to the taxing authority indicated. Use separate forms for each dependent taxing district. E. DO NOT CALCULATE LINES (8) through (15). THE TAXING AUTHORITY WILL DO THIS. IMPORTANT: For multi - county taxing authorities, the Property Appraiser need only complete this form down to line (7), and forward the first copy of the form to the authority and the third to the Division of Ad Valorem Tax. TAXING AUTHORITY'S INSTRUCTIONS: DR-420 PART I A. Complete this form in four copies. Copy one (1) is to be retained by the taxing authority; copies two (2) and three (3) are to be returned to the Property Appraiser; copy four (4) is to be sent to the Tax Collector. S. Fill out lines (8) through (15) as per instructions. Further indicate the proposed voted debt service millage(s), the date, time and location of the public hearing, then sign the certification provided. Municipalities participating in the distribu- tion of the half -cent sales tax for the first time must also complete DR-420, Part II. This form can be obtained from the DOR, Division of. Ad Valorem Tax. C. "Aggregate millage rate" (§200.001(8)(g)) means the sum of all ad valorem taxes levied by the governing body of a county or municipality for county -wide or municipality -wide purposes, respectively, plus ad valorem taxes levied for any di5tdct(s) dependent to the governing body, divided by the taxable value county -wide or municipality -wide, converted to a millage rate. D. To fill in line (12): Take the sum of the prior year county or municipal government proceeds (line 9 county -wide or municipality -wide) and the prior year proceeds of any district(s) dependent to the county or municipality (line 9 for dependent districts). Divide this sum by the current year county -wide or municipality -wide adjusted taxable value (line 6). E. For those counties and municipalities participating in revenue -sharing and the half -cent sales tax: If line (15) exceeds 108%, a majority plus one vote of the governing authority must approve, and a copy of tr.e resolution authorizing such must be submitted with the certification of compliance to DOR. Further note that line (15) cannot exceed 115%, except as provided for in Section 200.085(2)(c), (2)(d), (2)(e), (4), (5), and (6), F.S. F. Counties or municipalities to which the provisions of Section 200.085(2)(c), (2)(d), (2)(e), (4), (5) and (6), F.S., are ap- plicable must complete worksheet DR-421 and attach it to the completed DR-420. Worksheet DR-421, instructions included, can be obtained from the property appraiser. G. School districts must complete one certification for the total non -voted school district millage levy. School districts must also complete worksheet DR-421 S, which will be provided by the property appraiser, and attach it to the completed DR-420. 1
