WHEREAS, University Community Hospital has proposed to donate a "Wells Fargo Gamefi..eld Jogging Course" to be constructed at Tamarac Park on University Drive, Tamarac, Florida, a copy of said Proposal being attached hereto as Exhibit "A"; and WHEREAS, the City Council wishes to accept this jogging course. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1; The donation of a Jogging Course, as proposed to be donated by University Community Hospital, is hereby accepted by the City Council. University Comm-emnity Hospital To: The City of Tamarac 7201 North University Drive Tamarac, Florida 33321 (305) 721.2200 Date: March 23 , 1983 From: University Community Hospital, Tamarac Florida Subject: PROPOSAL Subject: Wells Fargo Gamefield Jogging Course Proposal: University Community Hospital agrees to,purchase a Wells Fargo Gamefield Jogging Course Equipment Package. Purchase price $7100-Description attached. An application for a Wells Fargo Bank Grant in the amount of $2500 has been filed by the Hospital. Those funds, if granted, will be applied toward the purchase price of the equipment and construction of the trail. The Hospital agrees to donate the amount of the grant ($2500) to the City of Tamarac for use in the clearing and construction of the trail. A copy of product specifications and layout design is attached. Recommendation: It is recommended by University Community Hospital, City Planner, Dick Rubin and Parks and Recreation Director, Sharon Ellis, that the jogging course be situated on the West Southwest portion of Tamarac City Park, 7501 North University Drive, see attached map for location. In addition to the stated exercise and jogging purpose of the trail, the proposed location would also lend itself to use as an ecology trail, an educational tool for outdoor classrooms. The Hospital intends that the Wells Fargo Gamefield Jogging Course be made available to the general public with an open admission policy to be admin- istered by the City; with the exception of scheduled special events such as Races, Runs, etc. Use of trail should not be limited to Tamarac residents. Hospital Corporation A,. A" ,, F . IHCA of America -2- Limitation: The Jogging Trail must be constructed.on City of Tamarac property and shall not include any property belonging to University Community Hospital or Broward County School Board. The City of Tamarac shall be solely responsible for the upkeep and repair of the trail. The City will be solely responsible for the construction of the trail and assembly and installation of equipment. University Community Hospital's responsibility will be limited to providing the equipment for the trail and up to $2500 for construction costs. No gifts of land or liability will be considered by the Hospital. The Course must be completed by September 1, 1983. The City of Tamarac will be solely responsible for all insurances and liabilities connected with the Course. The Hospital shall be responsible for the promotion and advertising of the Course until after its ribbon cutting and opening functions and will help promote physical fitness activities periodically thereafter in conjunction with the City. Disbursal of Funds: Funds for the Construction of the Trail will be disbursed as follows: Upon ground breaking- April 4, 1983 -Hospital will. turn over a check in the amount of $1000 for use limited to clearing and preparation of the trail. Upon depletion of these funds, the City shall notify the Hospital of the estimated additional funds needed to complete the clearing and prepa- ration of the trail (up to $1500). The Hospital will then issue the remaining amount needed. At the same time, the Hospital will be working with Wells Fargo Gamefield to purchase, first, the flooring materials followed by the equipment and markers. 1 -3- The entire project must be completed by September 1, 1983 and all funds disbursed by August 1, 1983. Summary: The Hospital wishes to offer the equipment and funds for construction of a Wells Fargo Gamefield Jogging Course as a gift to the community of the City of Tamarac, including residents of the City, students and employees of area businesses. The Hospital feels that this gift will help the community meet the need for increased physical fitness in this time of rising health care costs. It.is hoped that this Jogging Course -Ecology Trail will benefit both the Hospital and the City in that the community will become more aware of our joint interest in their well-being. Twenty exercise stations lead players through an engaging fitness adventure, massaging, stretching and challenging the body while entertaining the senses with a crea- tive selection of activities. The Gamefield provides all the ingredients necessary for total conditioning in an exhilarating out- door format. Players are coached at each dare by a colorful sign which illustrates ana explains t:-:e proper use of each exercise evert. The program is flexible and adaptable to almost any space and terrain. It can be used with equal results for unlimited fit. ness applications by locating fitness sta- tions according to the amount of jogging desired and the intended use of the Gamefield. PHASE ONE WARM UP AND STRETCHING GAMES 1.4. Phase one activities prepare players for exercise by properly stretching the mayor muscle groups. PHASE TWO CARDIOVASCULAR CONDITIONING AND UPPER BODY STRENGTHENING GAMES 5.16. Phase two provides the cardiovascular conditioning component of the Gamefield. At each exercise station, players are given a complete explanation of the proper modes, frequency, intensity and duration of the exerc:se requ rew to pro- duce results at various levels cf profi- ciency. And since the body's response is the most accurate way of measuring per- sonal fitness and progress towards a healthier heart, all Gamefields teach players how to measure and track their heart rates. Instµuctions for measurement are given on all opening signs as well as on signs along the Course. GAMEFIEL.D IS A PERSONAL EXERCISE ADVENTURE. Gamefields are planned so that each player, or group= of players, can follow the exercise program at trp appropriate fitness level. Scien iic instructions are dispia}ed for "Begs -mina", "Intermedi- ate", and "Advanced" use of lac lities. Each player can follow a rouune of his or her own pianning, starting as slowly or as strenuously as desired and building up to more advanced levels as the: abilities increase. For universities, public and private schools, the grant program is helping to establish cardiovascular fitness as a standard component of physical educa- tion. Our work in cooperation with the California State Department of Education of:ice, CA 1PFRD, and Stanford Uni- versity is aesigned to direct students towards the importance of a lifelong pur- suit of fitness and prevention. The pro- grarn is working towards establishing a method by which California Performance Test Scores can be improved through the use of Gamefields as a testing and train- ing device. Wells Fargo Gamefields are self -guided fitness systems, and can be incorporated into intramural sports and recreation pro - grams within the community and open to the public. FOR PARRS. California parks have been hit hard by recent federal and state cutbacks. Park and recreation leaders have applied for Wells Fargo grants to help bring badly needed fitness programs to public parks. No one can afford to lose their health these days with skyrocketing costs for medical care. The Wells Fargo Grant Program is assisting hospitals to obtain Gamefield-s for `.heir grounds to establish employee fitness programs, cardiac rehab:lita::c n and stroke recovery programs. FOR CORPORATIONS. In the Iasi thirty years, Japanese produc- tivity has increased 1000-•c, moving at the fa_[tes pace in the industrial world. Reci- lar exercise, which is practiced daily in Japanese companies, is believed to piav an important role in reducina stress, improving energy levels, and lowering absenteeism. The Wells Fargo Grant Program is work- ing with the President's Council for hysi- cal Fitriess and Sports and The National Industrial Recreation Association to establish Gamefields as a standard for- mat for major corporate fitness programs. FOR THE MILITARY AND COMMUNITY ORGANIZATIONS. Yes, obstacle courses and fifty mile hikes enhance total conditioning but so will regular use of a Wells Fargo Gamefield. Our grant program is assisting all branches of the military to provide exer- cise for the needs of the eighties. The Wells Fargo Grant Program has also been instrumental in assisting Police and Fire Departments. Y.M.C.A. Cardiovas- cular Fitness Centers and other organiza- tions in pursuit of fitness. FINISH LINE � FOR WALKING COURSE HOW TO QUALIFY FOR A WELLS FARGO GII ANT? To qualifv for a Wells Fargo Gamefield Grant, yoUr organization must agree to the following: 1. The Gamefield will be installed and operational within six months of receipt. 2. your organization will maintain the Gamefield for a period of no less than five years. 3. The Gamefield will be open to the Public at no cost and without restric- tion. OR 4. The Gamefield will not be open to the public, but will be a regular part of your organizations fitness program. WHAT ABOUT INSTALLATION? Wells Fargo does not provide assistance to install your Gamefield. The project requires approximately 100 man hours, six ;rds of concrete, and a hydraulic post Dole digger. Costs of materials should not exceed ` 600. WHAT ABOUT MAINTENANCE? Wells Fargo Gamefields are engineered to resist vandalism and require very little maintenance. Gamefields located at Marina Green Park in San Francisco and Grand Canyon National Park in Arizona have unusually heavy use and have cost less than $100 per year to maintain. WHAT ABOUT LIABIL1iPY? you should check with your insurance agent, but generally liability is covered by your standard insurance policy, which Protects your pool, tennis courts and other recreational amenities. A Wells Fargo Gamefield should neither increase your risks nor change your rates. WILL WELIS,FARGO HELP US PROMOTE OUR OWN GAMEM= TO ASSURE ITS USE? Absolutely. A complete kickoff package is available which includes pesters, slides, a press kit, visors for seniors and brochures for everyone. A representanve from your local Wells Fargo office, and in some cases, from headquarters, can also assist in the planning and execution of your opening day event. JOIN US. Pipe- All pipe is schedule 40, custom welded to eliminate any pipe assembly or structural weakness. Pipe is dipped, and electrostaticaly coated, with a beige durabond application. Coating provides an aesthetic upgrade, rust resistance, and all temperature use. Signs- All signs are bullet proof Texan 1/8" thick, backed by plywood, which is stained and slotted for redwood frame. CIRCUIT DESIGN Place warm up stations one through four, relatively close together depending on space available. Space conditioning stations, furthest apart, to provide cardiovascular strengthening. Place cool down stations seventeen through twenty close together similar to warm up stations. Design 2 X 6 redwood or comparable border and fill with redwood bark crushed granite or comparable. Cool Down Court In a separate area place stations eleven through twenty with the same frame design. This design will facilitate a warm up in one location, unin- terupted aerobic exercise, returning to cool down, in a second location. MODULAR DESIGN Place stations one through four together. Place stations five through eleven in a second location. Place stations eleven through seventeen in a third location. Place stations eighteen through twenty in a fourth location. Players can progress from module one, which is stretching and joint readiness, to modules two and three, which are for strengthening and conditioning, concluding at module four which is stretching and coal down.
