Disraelly CITY OF TAMARAC, FLORIDA RESOLUTION NO. R 82-142 A RESOLUTION TO THE PUBLIC SERVICE COMMISSION OF THE STATE OF FLORIDA TO SERIOUSLY CONSIDER AND TO EXAMINE WITH CLOSE SCRUTINY_ THE RATE INCREASE REQUEST OF FLORIDA POWER & LIGHT COMPANY WHEREAS, the Florida Power and Light Company is currently requesting a rate adjustment from the Public Service Commission of the State of Florida; and, WHEREAS, the Florida Power and Light Company is initiating its new electric power rate schedule at a time when highest rates of the year are during the warmest months of the year; and, WHEREAS, the use of air conditioning in Southern Florida and Coastal regions is necessary to maintain minimum comfort, and to control interior humidity levels and destructive mold; and, WHEREAS, the justification for such rate schedule is to minimize capital requirements for utilities in meeting future demands; and, WHEREAS, the real cause for additional generating capacity and ensuing capital demands is ever increasingly being placed upon the power systems by new facilities being connected to the distribution lines; and, WHEREAS, the proposed rate increase discriminates against pre- sent users and citizens in order to provide additional capacity for future users by paying for the capital expansion prior to its use. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TAMARAC, FLORIDA that: SECTION 1. The Public Service Commission of the State of Florida should consider carefully the inflationary effect on the consumers should the rate increase be granted. SECTION 2. That the Public Service Commission of the State of Florida as a representative body of the citizenry of the State of Florida should examine judiciously and wisely the justification for 1 2 3 4 5i 45 8 9 10 11 12 13 14 15 16 17 18 j 21 22 23 j 24 25 26 27 28 29 30 I 33 I 34 35 36 rate increases propounded by the Florida Power and Light before making its final decision. SECTION 3. That the Public Service Commission of the State of Florida should pay close attention to the vast percentage of elderly persons residing in the City of Tamarac and in the State of Florida, who maintain their places of abode on fixed and unchanging incomes. SECTION 4. The Public Service Commission of the State of Florida should recognize and seriously consider the rate structure of Florida Power and Light Company in light of the significant conservation efforts by all people and businesses. SECTION 5. The Florida Power and Light Company should, in presenting the proposed rate increase, be required by the Public Service Commission of the State of Florida to financially and statistically demonstrate the need for all expenditures, especially those in the public relations, advertising and lobbying areas. SECTION 6. That the Public Service Commission of the State of Florida, in considering the rate increase, also examine carefully the allowable rate of return on investment afforded the Florida Power and Light Company in addition to salaries and administrative costs in operating companies which publicly stresses cost consciousness and cost efficiency to its consumers and customers._ SECTION 7. That the City Clerk is hereby directed to send copies of this Resolution to the Public Service Commission, Broward County Legislative Delegation, Board of County Commissioners, Florida League of Cities, the Broward League of Cities and The Florida Power and Light Company, Governor of Florida, Speaker of the House, President of the Senate. SECTION 8. That this resolution shall become effective immediate- ly upon its passage.
