A RESOLUTION ADOPTING THE MILLAGE RATE FOR THE
CITY OF TAMARAC FOR FISCAL YEAR 1981-82 AT 4.644
PER ONE THOUSAND DOLLARS ($1,000.00) ASSESSED
VALUATION OR SUCH OTHER RATE AS WILL EQUAL THE
"ROLLED BACK RATE" AS SET FORTH IN SECTION 200.065
F.S. AND GENERATE $3,300,000.00 IN AD VALOREM
REVENUES; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Broward County Property Appraiser, pursuant to Section
200.065 Florida Statutes, certified taxable value to the City of Tamarac; and
WHEREAS, the City of Tamarac prepared a proposed millage rate
necessary to fund the tentative budget other than the portion of said budget
to be funded from sources other than ad valorem taxes. In computing the
millage rates the City of Tamarac utilized not less than 950 of taxable value
certified by the Property Appraiser; and
WHEREAS, within 30 days of certification of value by the Property
Appraiser the City of Tamarac advised the Property Appraiser of its proposed
millage rate, of the date, time and place at which a public hearing would be
held to consider the proposed millage rate and the tentative budget; and
WHEREAS, the Property Appraiser utilized or should have utilized
information in preparing the notice of proposed property taxes pursuant to
Section 200.069 Florida Statutes; and
WHEREAS, subsequent to the initial certification of values the
Property Appraiser provided the City with a letter setting forth a new
suggested value; and
WHEREAS, Tamarac does not desire nor intend to increase ad valorem
taxes (set a millage rate in excess of the rolled back rate as set forth in
Section 200.065 F.S.), but due to conflicting information subarstted by the
Property Appraiser, Tamarac is not and cannot be certain what "rolled back
rate" is the correct one; and
WHEREAS, the Property Appraiser mailed this notice, and
WHEREAS, on October 1, 1981 the City Council tentatively adopted

33 a budget (Temp. Ord.# 924 ) and proposed millage rate (Resolution #R-81-218)and,
34 WHEREAS, the notice requirements contained within Sec.200.065 F.S.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMARAC,
FLORIDA:
SECTION 1: That the foregoing recitations of fact are true and correct.
SECTION 2: That the millage rate for the City of Tamarac for the Fiscal
Year 1981/82 is hereby established at 4.644 per one thousand dollars($1,000.00)
assessed valuation or such other rate as will equal the "rolled back rate" as set
forth in Section 200.065 F.S. and generate $3,300,000.00 in ad valorem revenues.
The millage rate is based upon figures provided by the Property Appraiser's Office
in a communication dated September 24, 1981. If the "rolled back rate" is based
upon the initial certification from the Property Appraiser, the "rolled back rate"
would be 4.9594 per one thousand dollars($1,000.00) assessed valuation. The rate
established will not exceed the rolled back rate.
SECTION 3: This Resolution shall become effective upon adoption.

EMERGENCY SPECIAL COUNCIL MEETING
NOVEMBER 7, 1981
CALL TO ORDER: Vice Mayor Disraelly called the Public Hearing to
order on Saturday, November 7, 1981, at 8:00 A.M.., in the City
Council Chambers.

Discussion and possible action to confirm Tamarac Resolution
#81-220, adopting a millage rate for the 1981/82 Fiscal Year,
and to authorize the City Manager to execute the certification
of final taxable value issued to the City on November 4, 1981,
by the Broward Property Appraiser.
SYNOPSIS OF ACTION: Millage Rate
revised to be 4.7808
Vice Mayor Disraelly read the official notice of the public
hearing into the record.
Laura Stuurmans, City Manager, indicated that the adjustment that
has been made by Mr. Markham's office in order to generate that
amount of millage the City needs to adjust the millage rate to
the roll back rate again under the new adjusted taxable value to
4.7808. She further indicated that -the old roll back rate
would produce a deficit of $94,000.00 in round figures so,
therefore, the City must make this adjustment with the new roll
back rate.
Arthur Birken, City Attorney, stated that if it is the desire
of Council to proceed along the lines of the budget and the
rate that was initially adopted, he suggested a MOTION be made
to ratify the prior resolution with special emphasis on the
provision having to do with the roll back rate as set forth in
Statute 200.065 to generate $3,300,000.00, that the new rate
would be 4.7808 and authorize the City Manager to execute the
appropriate documentation and forward it to the County Property
Appraiser's Office (see Attachment #1).
C/M Zemel MOVED as indicated by City Attorney's comments and
C/M Kravitz SECONDED the Motion.
VOTE: ALL VOTED AYE.
