HomeMy WebLinkAbout2019-02-20 - City Commission Special Meeting Minutes CITY OF TAMARAC STRATEGIC PLANNING WORKSHOP WEDNESDAY, FEBRUARY 20, 2019 CALL TO ORDER: Mayor Gomez called the Strategic Planning Workshop of the City Commission to order at 8:10 a.m. on Wednesday, February 20, 2019 at the Tamarac Recreation Center, Citrus Room, 7501 N. University Drive, Tamarac, FL, 33321. ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Debra Placko Commissioner Marlon Bolton (in at 8:15 a.m.), Commissioner Mike Gelin (in at 9:06 a.m.) and Commissioner Julie Fishman and were in attendance. Also in attendance: City Manager Michael C. Cernech, Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren, City Clerk Patricia Teufel, Financial Services Director Mark Mason, Parks & Recreation Director Greg Warner, Building Official Claudio Grande, Public Services Director Jack Strain, Information Technology Assistant Director James Twigger, Community Development Director Maxine Calloway, Fire Chief Percy Sayles, Human Resources Director Lerenzo Calhoun, Public Information & Media Specialist Elise Boston, Assistant to the City Manager Laura Karpaviciute. Economic Development Manager Lori Funderwhite, and BSO Captain Neal Glassman. Meeting Facilitators: The Champion Services Group, Inc. (CSG) Owner James Champion 3rc' and Tom Simmons. Facilitator Champion started his presentation by discussing past accomplishments, Team Values, Commitment, and Mission. He discussed the five goals: Process for Strategic Planning, The Big Rock Challenge, Goals to Move Forward, Don't Over Commit, and Strategic Planning. Facilitator Champion presented a Strategic Planning exercise and had the team read out the exercise. City Manager Cernech talked about the need to develop new constituency and engaging different groups. He said Tamarac University is one of the most successful outreach programs. The program reaches out to those people interested in the community hoping they get involved in the community after the program. Mayor Gomez talked about engagement, communication chain and creating a unified message. Facilitator Champion talked about the challenges most important to each of the City Commission members and added that the message should be succinct, different and appealing. City Commission provided input of what the message should be should include diversity, vibrant, emerging and in transition, potential for community in progress and appealing. Facilitator Champion talked about streamlining City of Tamarac's Vision, Mission, Values and Goals. Discussion took place regarding getting a single message out about the City of Tamarac, i.e. emerging and growing. Facilitator Champion held a Department review of Priorities and asked the Commission and Department Heads to identify what is strategic as the next exercise. Discussion took place as follows: District 1- Commissioner Marlon Bolton — Facilities and Programming Beautification of depressed corridors, neighborhoods & clubhouses District 2- Commissioner E. He walked the group in creating a Strategic Planning Priority List and conducted an exercise of the Rocks Chart. An additional exercise From the Strategic Planning Priority List was created to build a tactical plan list. City Manager had discussion on the program enhancements, improvements to corridors, property ownership and repurposing the property, and property acquisition. Facilitator Champion asked for a consensus to move on with the big rocks drill down exercise. Mayor Gomez supports the lists of priorities and talked about having items on the list considered a rock while others are not. Facilitator Champion said now the struggles are known and prioritized. City Manager Cernech talked about the process, prioritizing and how to get a consensus on how to get priorities done. Mayor Gomez asked for consensus on the Department Heads rocks, having consensus unanimously. She asked for consensus on discussing City Commission rocks at a later meeting, having consensus unanimously. Mayor Gomez requested to schedule a Workshop to include City Staff.
