ORDER APPROVING MAJOR SITE PLAN
Order granting Major Site Plan approval (with conditions) for Bailey Square, to allow
for the development of the subject property, known as Zoning Parcel "C" and "D" of the Lakes
of Carriage Hills 11, to permit the construction of one (1) three (3) story apartment building
containing a total of one hundred and twenty (120) dwelling units in three (3) wings located
at 6150 rock island road (Case No. 12-SP-18).

Dwayne L. Dickerson, Esq., Dunay, Miskel & Backman, LLP, designated agent for the
property owner, Harvest Preparation Ministries, Inc., is requesting approval of a Major Site Plan
allow for the development of the subject property, known as Zoning Parcel "C" and "D" of the
Lakes Of Carriage Hills II, to permit the construction of one (1) three (3) story apartment
building containing a total of one hundred and twenty (120) dwelling units in three (3) wings
located at 6150 Rock Island Road.
Notice of the request for Major Site Plan approval was given pursuant to Chapter 2,
Article X and Chapter 10, Section 10-5.3(F) of the City of Tamarac Code of Ordinances. The
Planning Board of the City of Tamarac ("Board") has identified that the property located at 6150
Rock Island Road, Tamarac, Florida (the "Property") is located in the R-3, Multi -Family
Residential Zoning District. Pursuant to Sections 2-369, 2-370, 10-5.3(G) and 10-5.4 (H) of the
City of Tamarac Code of Ordinances, and following the consideration of all testimony and
evidence presented at the hearing on June 5, 2019, the Board finds as follows:
a) That the Site Plan will be consistent with the Comprehensive Plan.
b) That the Site Plan will comply with applicable district, use, and development
standards in the City of Tamarac Code of Ordinances.
c) That the Applicant will comply with all requirements and conditions of approval.
Pursuant to the authority contained in Sections 2-369, 2-370, 10-5.3(G) and 10-5.4 (H) of
the City of Tamarac Code of Ordinances, the Applicant's request for Major Site Plan Approval to
permit the construction of one (1) three (3) story apartment building containing a total of one
hundred and twenty (120) dwelling units in three (3) wings located at 6150 Rock Island Road is
hereby APPROVED subject to the following conditions:
1. Major Site Plan approval is contingent upon approval of the requested Zoning Variance
for Bailey Square, Case #4-B-19.
2. Major Site Plan approval is contingent upon approval of the administrative reduction of
the width of the landscape pedestrian zone and increase in sidewalk width by the
Director of Community Development for Bailey Square, Case #12-SP-18, pursuant to
Section 10-4.4(D)(4)(j), Land Development Code.
3. Major Site Plan Approval is contingent upon review and approval of an amendment of
notation on plat by Broward County for Bailey Square, Case #12-SP-18.
4. Major Site Plan approval is contingent upon recordation of an executed Declaration of

Unity of Title in the Public Records of Broward County at the applicant's expense for
Bailey Square, Case #12-SP-18.
5. Construction is to be in complete compliance with the plans and specifications
submitted by the developer to the City of Tamarac and approved engineering drawings.
6. Site plan approval shall be void one (1) year after the date of approval unless a building
permit has been issued for the construction of all facilities provided in the site plan and
construction is diligently pursued.
7. The Development Order is assignable, but assignment does not discharge any assignee
from strict compliance with the order unless the Planning Board consents to modify any
of the original requirements.
8. Satisfaction of the minor outstanding Development Review Committee comments from
the review of the Major Site Plan for Bailey Square, Case #12-SP-18.
9. Pursuant to authorization granted by the Planning Board, staff has negotiated an
Affordable Housing Fee in the amount of $1,000.00 per dwelling unit to be paid in full to
the City of Tamarac prior to the issuance of Certificate of Occupancy for Bailey Square,
Case #12-SP-18.
10. A Parks and Open Space Fee in an amount to be determined shall be paid to the City of
Tamarac prior to the issuance of a building permit for Bailey Square, Case #12-SP-18.
