RESOLUTION NO. R- 2019 "" /
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO APPLY FOR A COMPLETE STREETS AND OTHER
LOCALIZED INITIATIVE PROGRAM (CSLIP) GRANT VIA AN
APPLICATION THROUGH THE BROWARD COUNTY
METROPOLITAN PLANNING ORGANIZATION (MPO) AND THE
FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) IN AN
AMOUNT NOT TO EXCEED $3,000,000 FOR THE PINE ISLAND
ROAD BIKEWAY PROJECT; PROVIDING FOR ACCEPTANCE OF
THE AWARD AND EXECUTION OF DOCUMENTS UPON LEGAL
REVIEW; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Commission of the City of Tamarac wishes to enhance multi-
modal transportation, wellness and recreational opportunities throughout Tamarac; and
WHEREAS, the City desires to provide safe connectivity between City facilities,
schools, shopping centers, residential areas and the Broward County Greenway system
by establishing an integrated bikeway/walkway network throughout the City; and
WHEREAS, Complete Streets and Localized Initiative Program (CSLIP) grant
funds are administered to local governments throughout the State of Florida via an
application through the Broward County Metropolitan Planning Organization (MPO) and
the Florida Department of Transportation (FDOT) for transportation related projects; and

WHEREAS, CSLIP funds are now available for selected transportation related
projects; and
WHEREAS, the City of Tamarac desires to provide connectivity between Phases
1 and 3 of the Citywide bikeway network with termini located on Pine Island Road and
West McNab Road respectively; and
WHEREAS, the Pine Island Road Bikeway Project provides this connectivity within
the Citywide bikeway network; and
WHEREAS, Pine Island Road, also known as NW 88th Avenue, is a local Broward
County right-of-way within the City limits of the City of Tamarac and within Broward
County; and
WHEREAS, the Broward MPO requires and Broward County agrees to provide a
Resolution of support for the Pine Island Road Bikeway Project to be constructed within
the County's right of way on Pine Island Road; and
WHEREAS, McNab Road is a local City of Tamarac right-of-way within City limits
of the City of Tamarac and within Broward County; and

WHEREAS, the Broward MPO requires and the City agrees to provide a
Resolution of support for the Pine Island Road Bikeway Project to be constructed within
the City's right of way on McNab Road; and
WHEREAS, the Broward MPO requires and the City agrees to provide a
Resolution endorsing the Pine Island Road Bikeway project to establish funding eligibility
from the Broward MPO CSLIP grant program, and
WHEREAS, the Broward MPO requires and the City agrees to provide a
commitment to fund construction costs exceeding the $3,000,000 maximum award
amount under the CSLIP grant program in the event of grant approval, and
WHEREAS, the Broward MPO requires and the City agrees to endorse FDOT
delivering the Pine Island Road Bikeway project on the City's behalf, fully administering
the design and construction phases of the project; and
WHEREAS, the Broward MPO requires and the City agrees to maintain or
coordinate the maintenance of the roadway after the project's completion; and
WHEREAS, the Directors of Community Development, Public Services and
Financial Services recommend submission of the CSLIP grant application and
acceptance of the award in the event of approval; and

WHEREAS, the City Commission of the City of Tamarac deems it to be in the best
interest of the citizens and residents of the City of Tamarac to apply for a CSLIP grant for
the Pine Island Road Bikeway project via an application through the Broward MPO and
FDOT and to accept the award and execute the necessary documents following legal
review.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA:
Section 1: The foregoing "WHEREAS" clauses are HEREBY ratified and
confirmed as being true and correct and are HEREBY made a specific part of this
Resolution. All exhibits attached hereto and referenced herein are expressly incorporated
and made a specific part of this Resolution.
Section 2: The appropriate City Officials are HEREBY authorized to apply for a
Complete Streets and Localized Initiative Program (CSLIP) grant via an application
through the Broward Metropolitan Planning Organization (MPO) and the Florida
Department of Transportation (FDOT) for project costs in an amount not to exceed
$3,000,000 for the Pine Island Road Bikeway project. A copy of said application form is
attached hereto as "Exhibit A" and is incorporated herein by this reference.

Section 3: Upon approval of the CSLIP grant application, the City Commission of
the City of Tamarac HEREBY accepts the award and authorizes the appropriate City
officials to execute the necessary documents following legal review.
Section 4: All Resolutions in conflict herewith are HEREBY repealed to the extent
of such conflict.
Section 5: If any clause, section, other part or application of this Resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or in
application, it shall not affect the validity of the remaining portion or applications of this
Resolution.

Section 6: This Resolution shall become effective immediately upon its adoption.
