5. PUBLIC PARTICIPATION
Any member of the public may speak to any issue that is not agendized for public hearing at this meeting.
Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute
aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to
their participation.
When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial
hearing that has been properly noticed for that matter.
ANNOUNCEMENT OF TIME ALLOCATIONS -MOTIONS TO TABLE
The Chair at this time will announce those items that have been given a specific time to be heard, and will
entertain motions from the Commission members to table those items that require research. The Commission may
agendize by majority consent matters of an urgent nature which have come to the Commission's attention after
publication.

TR13315 - MOU In support of Solid Waste Independent District
A Resolution of the City of Tamarac, Florida, approving a Memorandum of Understanding ("MOU")
regarding Collaborative Study and Subsequent Development of an Integrated Solid Waste and
Recycling System; authorizing the appropriate City Officials to execute said MOU and to take the
appropriate steps to effectuate the MOU; providing for conflicts; providing for severability; and
providing for an effective date.

d, TR13313 - 2019 Chamber of Commerce Taste of Tamarac
A Resolution of the City Commission of the City of Tamarac, Florida, approving a request from the
Tamarac/North Lauderdale Chamber of Commerce for in -kind support and to waive fees for Friday,
October 11, 2019, and Saturday, October 12, 2019, for the Taste of Tamarac event to be held at the
Tamarac Community Center on Saturday, October 12, 2019, from 11:30 a.m. to 3:00 p.m.; providing
for permits, proper insurance, and execution of a Hold Harmless Agreement; providing for conflicts;
providing for severability; and providing for an effective date.
g, TR13291 - Crown Castle Fiber Internet Service Renewal
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing appropriate City
Officials to execute a three (3) year Dedicated Internet Access (DIA) services agreement with
Crown Castle Fiber LLC, paid monthly, for a total contract cost and expenditure of $70,560;
authorizing execution of associated contract documents, authorizing budget amendments for proper
accounting purposes; providing for conflicts; providing for severability; and providing for an effective
date.

f, TR13322 - Approval of Liability Waiver Agreement with BSO's Fire Rescue Regional Logistics
Unit
A Resolution of the City Commission of the City of Tamarac, Florida, to approve a Liability Waiver
Agreement renewal with the Broward Sheriff's Office (BSO) to purchase emergency medical and
firefighting equipment and supplies from Broward County Sheriff's Office Fire Rescue Regional
Logistics Unit in an amount of one hundred and seventy-four thousand ($174,000) dollars for FY20
and one hundred and eighty-six thousand ($186,000) dollars for FY21 for a total amount not to
exceed three hundred and sixty thousand ($360,000) dollars for the two-year period and authorize
the City Manager to extend the total dollar amount by an additional twenty five thousand ($25,000)
dollars annually based upon exigent circumstances; authorizing the appropriate City Officials to
execute a Liability Waiver Agreement for the purchases; providing for conflicts; providing for
severability; and providing for an effective date.
g, TR13304 - Broward College Agreement for EMS Internship Program
A Resolution of the City Commission of the City of Tamarac, Florida, approving a five (5) year -term
Agreement for Emergency Medical Services (EMS) Internship Program between the City of
Tamarac and Broward College to allow EMS students to ride along on City's fire rescue vehicles as
part of a preceptorship program and receive education and training from Tamarac Fire Rescue
personnel with an effective date upon execution by all parties, authorizing appropriate City Officials
to execute an agreement for EMS Internship Program; providing for conflicts; providing for
severability; and providing for an effective date.
h, TR13321 - Amendment 2 to Medical Billing Services
A Resolution of the City Commission of the City of Tamarac, Florida approving Amendment 2 to the
Agreement with Advanced Data Processing Inc. (ADPI) a subsidiary of R1 RCM Inc. and
authorizing the appropriate City Officials to execute Amendment 2 to provide for the administration,
processing and collection of all costs associated with transport of emergency medical services
(EMS) patients medical billing and related professional services on behalf of the City of Tamarac
Fire Rescue Department with an effective date upon execution of the amendment through September
30, 2021; providing for conflicts; providing for severability; and providing for an effective date.
TR13327 - Appointment of a Special Magistrate for Red Light Camera Hearings
A Resolution of the City Commission of the City of Tamarac appointing Ava-Gaye M. Hue to serve
as Special Magistrate for local Red Light Camera Hearings; providing for conflicts; providing for
severability and providing for an effective date.
j, TR13323 - Appointments to Parks & Recreation Board
A Resolution of the City Commission of the City of Tamarac, Florida, appointing three (3) members
to the Parks and Recreation Board to serve terms concurrent with the appointing Commission
Member, or until such time as new appointments are made; providing for conflicts; providing for
severability; and providing an effective date.
k. TR13324 - Appointments to Planning Board
A Resolution of the City Commission of the City of Tamarac, Florida, appointing two (2) Regular
Members to the Planning Board; to serve terms concurrent with the appointing Commission member,
or until such time as new appointments are made; providing for conflicts; providing for severability;
and providing an effective date.
I, TR13325 - Appointment to Public Art Committee
A Resolution of the City Commission of the City of Tamarac, Florida, appointing one (1) member to
the Public Art Committee; to serve a term concurrent with the appointing Commission Member, or
until such time as new appointments are made; providing for conflicts; providing for severability; and
providing an effective date.

"Administration," Article II, "City Commission," of the City of Tamarac Code of Ordinances, by
amending Section 2-29, "Regular Meetings"; providing for conflicts; providing for severability; and
providing for an effective date.

The City Commission may consider and act upon such other business as may come before it. In the event this
agenda must be revised, such revised copies will be available to the public at the City Commission meeting.

Commission with respect to any matter considered at such meeting or hearing, he may need to ensure that a
