SPECIAL CITY COMMISSION MEETING
FRIDAY, SEPTEMBER 25, 2019
CALL TO ORDER: Mayor Gomez called the Commission Meeting of the City of Tamarac to
order at 5:10 p.m. on Wednesday, September 25, 2019, in City Commission Chambers,
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Debra Placko, Commissioner Marlon
Bolton, Commissioner Mike Gelin and Commissioner Julie Fishman were in attendance.
Also in attendance were City Manager Michael Cernech, City Attorney Samuel S. Goren and
City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Mayor Gomez led the Pledge of Allegiance.
Mayor Gomez welcomed everyone and said this is a Special Meeting of the City Commission
of the City of Tamarac to hold Public Hearings to establish the Millage Rate and adopt the
City Budget for Fiscal Year 2020. I'm pleased you could join us this evening. These public
hearings are the culmination of an entire year or more of work by this City Commission, the
City Manager and the staff. For the benefit of the public tonight, the City Commission held
several workshops during the year and budget workshops on June 19, and June 20, 2019 to
provide direction to staff on this submittal. In addition, the first public hearing on the tentative
millage rate and tentative budget was held on September 13, 2019. I would like to thank my
colleagues on the dais for their participation at the workshops and for their suggestions as we
deliberated on the staff recommendations.
Mayor Gomez announced that this is the second and final public hearing to establish the
Operating Millage Rate for Fiscal Year 2020.
City Manager Cernech made the following statement: "In accordance with the Truth in Millage
requirements of Florida Statutes, the City is required to announce the percentage difference
between the proposed millage rate and the rolled-back rate. As such, the following is read
into the record: The tentative operating millage rate of 7.2899 mills for Fiscal Year 2020
is .5828 mills or 8.69% more than the rolled-back rate of 6.7071 mills. That concludes
my statement."
1. TO2408 - FY 2020 Millage Rate Ordinance: An Ordinance of the City Commission of the
City of Tamarac, Florida to Establish and Levy Ad Valorem Taxes Within the Corporate Limits
of the City of Tamarac, Florida, for the Tax Year 2019; Providing for the Levy of Ad Valorem
Taxes in the Amount of 7.2899 Mills ($7.2899 Per $1,000) Based Upon the Taxable Value on
Non-Exempt Real and Personal Property Located Within the City Limits of the City of
Tamarac; Providing for Conflicts; Providing for Severability; and Providing for an Effective
Date.
City Attorney Goren read TO2408 by title into the record. Finance Director Mason gave a
presentation, a copy of which is on file in the City Clerk's Office. Mayor Gomez opened the
floor for Commission discussion. Commissioner Gelin said he saw the ad in the papers but
wanted to know if the ad was emailed to residents or posted on social media. Financial

Services Director Mark Mason answered No. City Attorney Sam Goren explained advertising
requirements that are required by state statutes as well as state laws.
Mayor Gomez opened the Public Hearing and with no one wishing to speak, closed the
Public Hearing. Commissioner Fishman seconded by Vice Mayor Placko moved approval of
TO2408 on second reading. Motion passed unanimously (5-0).

ORDINANCE 0-2019-16
Mayor Gomez said this is the second and final public hearing to establish the Fiscal Year
2020 Operating Budget, Capital Budget and Financial Policies.
City Manager Cernech made the following statement: "The tentative operating and capital
budget for Fiscal Year 2020 is $196,980,033 which is $28,923,892 more than the Amended
Budget of $168,056,141 for Fiscal Year 2019. The tentative general fund budget, which is
the primary fund for providing governmental services such as our contract with BSO, general
and administrative services, Public Services, and Parks and Recreation, is $77,048,006
which is $7,467,116 more than the Amended Budget of $69,580,890 for Fiscal Year 2019. In
addition, the financial policies are included as part of the adoption of the annual budget.
These financial policies are an integral part of our long-term financial planning for the City.
These policies set parameters for operating management, including establishing reserves for
specific purposes, establishing accounts management and financial planning policies and
establishing policies on economic resources."
2. TO2409 - FY 2020 Budget Ordinance: An Ordinance of the City Commission of the City of
Tamarac, Florida, Adopting the Operating Budget, Revenues and Expenditures, the Capital
Budget, and the Financial Policies for the Fiscal Year 2020; Providing for Conflicts; Providing
for Severability; and Providing for an Effective Date.
City Attorney Goren read TO2409 by title into the record. Finance Director Mason gave a
presentation, a copy of which is on file in the City Clerk's Office. Mayor Gomez opened the
floor for Commission discussion.
Commissioner Bolton called Peter Mason, Executive Director of Tamarac-North Lauderdale
Chamber of Commerce to the podium. Commissioner Bolton stated that at the last meeting
he made a motion to remove from the budget $5000 because he did not receive back-up
information on where monies were going or how monies will be used. Commissioner Bolton
then asked Mr. Peter Mason to explain how the Chamber budget has changed and warrants
this additional funding. Mr. Peter Mason responded that the Chamber budget changed
because of goals of educational events for local businesses for members and non-members,
digital marketing and software the Chamber wants to implement.
After a few questions Commissioner Bolton asked Mr. Peter Mason that based on his
testimony, should the funds be added back to budget if he would agree to the conditions that
monies would be used for educational events and digital marketing. Mr. Peter Mason
answered yes and added that funds will also be used for the development of Chamber's
website.

Commissioner Bolton ask Mayor Gomez if a motion is needed to re-add $5000 to the budget.
Mayor Gomez stated that a motion will be taken after Public Hearing.
Mayor Gomez opened the Public Hearing and with no one wishing to speak, closed the
Public Hearing.
Mayor Gomez asked City Attorney Goren to give directions on how to proceed with amending
budget to re-add $5000. City Attorney Goren advise it would be best Commissioner Bolton
make a motion to amend the budget to reallocate funds.
Commissioner Bolton make a Motion to amend the budget to reallocate $5000 to the
Chamber of Commerce with the conditions agreed to by Executive Director Peter Mason.
Motion was second by Vice Mayor Placko. There was no discussion on Motion. Motion
passed unanimously (5-0).
City Attorney Goren advised the Motion passed and a Motion is now needed to approve the
budget as Amended. Vice Mayor Placko seconded by Commissioner Fishman moved
approval of TO2409 on second reading. Motion passed (3-2) as follows:

Commissioner Fishman —Yes
Vice Mayor Placko —Yes
Commissioner Bolton — No
Mayor Gomez - Yes

3. Financial Services Director Mark Mason thanked everyone for input in finalizing the
budget. Mayor Gomez called the meeting adjourned. Commissioner Bolton made a motion,
seconded by Commissioner Gelin to override Mayor Gomez adjournment of the meeting.
Motion failed (3-2) as follows:
Vice Mayor Placko — No
Commissioner Fishman — No
Commissioner Gelin —Yes
Commissioner Bolton — Yes
Mayor Gomez - No
There being no further business to come before the City Commission, Mayor Gomez
