Commercial Boulevard Tamarac, Florida 33321 Host, City of Tamarac Mayor Michelle J. Gomez called the meeting of the NW Council of Elected Officials to order at 8:52 a.m. on Monday, October 14, 2019, at Tamarac Community Center, 8601 W. Commercial Boulevard, Tamarac, FL 33321. Pledge of Allegiance was led by Broward Sheriff's Office Sheriff Gregory Tony. PRESENT: City of Tamarac: Mayor Michelle J. Gomez and Commissioner Julie Fishman City of Coconut Creek: Mayor Sandy Welch, and Commissioner Becky Tooley City of Coral Springs: Mayor Scott Brook and Vice Mayor Joy Carter City of Lauderdale Lakes: Marilyn Davis City of Lauderhill: Mayor Ken Thurston City of Margate: Mayor Anthony Caggiano, City of North Lauderdale: Commissioner Lorenzo Woods City of Parkland: Vice Mayor Ken Cutler and Commissioner Bob Mayersohn ALSO PRESENT: City of Tamarac: City Manager Michael C. Cernech, Assistant City Manager Kathleen Gunn, City Attorney Samuel S. Goren, Assistant to the City Manager Laura Karpaviciute, City Clerk Patricia Teufel and Assistant City Clerk Lillian Pabon. 1. CALL TO ORDER 2. APPROVAL OF THE MINUTES Coconut Creek Commissioner Becky Tooley seconded by City of Margate Mayor Anthony Caggiano, moved for the approval of the NW Council of Elected Officials meeting minutes on May 13, 2019. There were no changes or corrections to the minutes. 3. PRESENTATIONS: - Presentation by Sheriff Gregory Tony, BSO Initiatives BSO Sheriff Tony appeared and talked about different events and initiatives taken by the Broward Sheriff's Office regarding active shooter preparedness and talked about different events taking place throughout Broward County and funding reallocation for deficiencies. He talked about his trip to Washington DC with the purpose of building relationships and requested to train and certify his staff, which increased to 25 nationally certified staff members, and can now train staff in other cities. Sent 13 staff members to train and be nationally certified with Homeland Security and partnered with FEMA. He saw the opportunity to have relationships and now BSO earned all three certifications nationally and he feels the agency is prepared. The agency is dealing with racial issues, and communicating with the community. Re-invested $500,000 to train officers. Sheriff Tony noted the agency's priority is in school safety and $2,000,000 were reallocated for schools as using new technology for crime intervention, a good investment. Talked about Federal funding and expanding the initiative to include houses of worship. Funding should be used on Public Safety Initiatives. Sheriff Tony talked about diversity, bringing minority leaders to the organization, promoting from within and new hiring practices. He talked about introduction of internship opportunities with the purpose of retaining trained groups October 14, 2019 NW Council of Elected Officials Page 1 of 2 such as Cadets and Explorers, creating a Legacy Program to provide jobs and educational opportunities initiative. In funding 501(3)(c) organizations, how to restructure and to disseminate funds with broader disbursements. Sheriff Tony talked about initiatives to get more communities engaged, transitioning to a Community Coalition attached to the BSO agency and noted each City has different issues and are different from one another. He talked about the significance and the importance of having a Training Center that is a competitive tool with no additional cost to the tax payers. Sheriff Tony concluded his updates talking about providing support to personnel for getting their jobs done. 4. OLD BUSINESS: There was no Old Business to discuss. 5. NEW BUSINESS: City of Coconut Creek Mayor Sandra L. Welch talked about her experience attending the More Mindful City Training and recommended the program to all attendees. Coral Springs Mayor Scott Brook was in support of the Mindful City Training. Discussion ensued and was noted that positive feedback was received. City of Parkland Vice Mayor Ken Cutler was in support. City of Parkland Commissioner Bob Mayersohn encouraged all to support against vaping. City of Tamarac City Attorney Goren talked about State Statute 743, pre-emption statute after July 2019, Chapter 57 — 30 days to repeal and Vaping age restriction. ADJOURNMENT: There being no further business to come before the NW Council of Elected Officials, Coral Springs Mayor Scott Brook made a motion seconded by North Lauderdale Commissioner Lorenzo Woods to adjourn. City of Tamarac Mayor Michelle J.
