R-2020 - r A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA, SUPPORTING THE BROWARD METROPOLITAN PLANNING ORGANIZATION (MPO) AND THE CITY OF LAUDERDALE LAKES IN ITS EFFORT TO COORDINATE THE TRANSPORTATION PLANNING FOR THE NW 31 AVENUE TRANSPORTATION/TRANSIT RELATED CORRIDOR IMPROVEMENT PROJECT FROM BROWARD BOULEVARD TO COMMERCIAL BOULEVARD; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, NW 31 Avenue traverses many local government jurisdictions including unincorporated Broward County; and WHEREAS, NW 31 Avenue corridor improvements are proposed for uniformity, safety and enhanced transportation connectivity; and WHEREAS, it is deemed in the public interest to study NW 31 Avenue to evaluate the existing condition related to Transportation/transit; and WHEREAS, it is required to consider environmental impacts related to NW 31 Avenue corridor transit improvement; and WHEREAS, the planning services are intended to evaluate and find alternate transit route, bus shelter locations, pedestrian crossings, sidewalk continuity, mobility, safe travel lanes; and WHEREAS, the planning services are intended to conduct field observations to review existing field conditions, understand the Project area, assess Project needs, identify physical and environmental constraints, develop and analyze Project alternatives; and Temporary Resolution No. 13402 January 29, 2020 Page 2 WHEREAS, the planning services are intended to collect data describing existing transportation conditions and characteristics of the Project including safety features, roadway geometrics, signalization and other operational features, access features, and right of way requirements, and other data applicable to modes and sub-modes of transportation, including walking/pedestrians, bicyclists, public transit users (including transit vehicles and riders), paratransit users (carpools, vanpools, taxis, shuttles, jitneys, school buses, coach buses), and freight (including loading/unloading and parking, emergency response vehicles, service vehicles, and freight handler vehicles); and WHEREAS, the planning services are intended to Intersections Evaluation for safety enhancement and improvements (include project safety needs associated with the existing and future traffic conditions), Traffic capacity optimization, multimodal accommodations, Roadway lighting needs evaluation. Identify and assess potential Project impacts on physical barriers, traffic pattern changes, social pattern changes, and loss of connectivity to community features and facilities; and WHEREAS, the planning services are intended to Identify and assess potential project impacts on nearby schools, churches, parks, emergency facilities, social services, daycare facilities, retirement centers, community centers, and retail locations; and WHEREAS, the planning services are intended to Identify and assess potential project impacts on minority, disabled persons, low-income populations, and/or special populations within the Project area. Assessment will also include identification of changes to routes, access, parking, or visibility that could benefit or impair businesses, employment centers, community facilities, or population; and Temporary Resolution No. 13402 January 29, 2020 Page 3 WHEREAS, the planning services are intended for value engineering for transportation alternatives. The transportation/transit related activities, identification of environmental issues, development plans, and other pertaining factors towards the project goal; and WHEREAS, affected local governments are interested to apply for the planning services designation either individually or through a joint application; and WHEREAS, the City of Lauderdale Lakes has offered to be the lead applicant for the NW 31 Avenue Transportation/Transit related Corridor Improvement Project; and WHEREAS, the Directors of Community Development and Public Services recommends approval; and WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in the best interests of the citizens and residents of the City of Tamarac to join the City of Lauderdale Lakes as the lead applicant for the NW 31 Avenue Transportation/Transit related Corridor Improvement Project, located on NW 31 Avenue, from Broward Boulevard to Commercial Boulevard. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF TAMARAC, FLORIDA: Temporary Resolution No. 13402 January 29, 2020 Page 4 SECTION 1: That it hereby supports partnering with Broward County local government jurisdictions for the NW 31 Avenue Transportation/Transit related Corridor Improvement Project. SECTION 2: That it hereby supports the Broward MPO in its effort to coordinate the application for the NW 31 Avenue Transportation/Transit related Corridor Improvement Project. SECTION 3: That it hereby joins the City of Lauderdale Lakes as the lead applicant for the NW 31 Avenue Transportation/Transit related Corridor Improvement Project. SECTION 4: That it hereby directs the City Clerk to transmit an executed copy of this resolution to the Cities of, Oakland Park, Lauderhill, Fort Lauderdale, and to Broward County Government and to the Broward Metropolitan Planning Organization. SECTION 5: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it shall not affect the validity of the remaining portions or applications of this Resolution.
