A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPROVING TASK
AUTHORIZATION NO. 20-11S AND AUTHORIZING THE
APPROPRIATE CITY OFFICIALS TO EXECUTE TASK
AUTHORIZATION NO. 20-11S WITH HSQ GROUP, INC., TO
PROVIDE PROFESSIONAL SERVICES FOR THE DESIGN
OF THE TAMARAC LAKES SECTION 1 & 2 WATER MAIN
IMPROVEMENT PROJECT; INCLUDING PREPARATION OF
DETAILED PLANS AND SPECIFICATIONS FOLLOWED BY
PERMITTING, BIDDING ASSISTANCE AND LIMITED
CONSTRUCTION ADMINISTRATION SUPPORT, IN
ACCORDANCE WITH THE CITY'S CONSULTING
ENGINEERING AGREEMENT AS AUTHORIZED BY
RESOLUTION NO. R-2016-80, FOR AN AMOUNT NOT TO
EXCEED $149,744.50; AUTHORIZING THE APPROPRIATE
CITY OFFICIALS TO ADMINISTER THE CONTRACT;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Tamarac owns, operates and maintains the water
distribution system; and
WHEREAS, the existing water mains are undersized (2-Inch through 6-Inch) and are
constructed of cast iron and galvanized steel which are subject to internal corrosion which
leads to water quality issues; and
WHEREAS, many of these undersized water mains are located in backyards making
water meter reading and water main repairs difficult; and
WHEREAS, this project will consist of installing new water mains in the road right-
of-way, eliminating backyard water mains, reconnecting customers to new mains, and
replacing low-quality mains with pipe material that meets today's standards; and
WHEREAS, the construction of this project will provide new water mains which will
lead to improved water quality and improved fire flow at hydrants; and

WHEREAS, Task Authorization No 20-11S with HSQ Group, Inc., will provide the
design, permitting and bidding assistance along with limited construction administration
support at a cost of$149,744.50 to design the Tamarac Lakes Section 1 &2 Water Main
Improvement Project; and
WHEREAS, the City requires the service of a consulting firm with knowledgeable in
this area and capable of providing professional services for the design, permitting and
bidding assistance along with construction administration of the Tamarac Lakes Section 1
& 2 Water Main Improvement Project; and
WHEREAS, HSQ Group, Inc., possesses the required knowledge and experience to
provide the professional engineering services associated with the Tamarac Lakes Sections
1 & 2 Water Main Improvement Project; and
WHEREAS, HSQ Group, Inc., has been pre-qualified as an approved consultant for
engineering services by the City of Tamarac as authorized by Resolution No. R-2016-80;
and
WHEREAS, it is the recommendation of the Director of Public Services, Director of
Financial Services, and the Purchasing &Contracts Manager that Task Authorization No.
20-11 S from HSQ Group, Inc., be approved and executed by the appropriate City Officials;
and
WHEREAS, the City Commission of the City of Tamarac, Florida, deems it to be in
the best interest of the citizens and residents of the City of Tamarac to accept and execute
Task Authorization No. 20-11 S (a copy of which is attached hereto as"Exhibit 1")with HSQ
Group, Inc., to provide engineering services for the design, permitting, and bidding
assistance along with limited construction administration support of the Tamarac Lakes
Section 1 and 2 Water Main Improvement Project for a total amount not to exceed
$149,744.50.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA, THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this resolution.
All exhibits attached hereto are incorporated herein and made a specific part hereof.
SECTION 2: The City Commission approves Task Authorization No. 20-11 S
and authorizes the appropriate City Officials to execute Task Authorization No. 20-11 S with
HSQ Group, Inc., to provide engineering services for the design, permitting and bidding
assistance along with limited construction administration support for the Tamarac Lakes
Section 1 and 2 Water Main Improvement Project.
SECTION 3: An expenditure in the amount of $149,744.50 from the
appropriate account is hereby approved in accordance with the City's Consulting
Engineering Agreement as authorized by Resolution No. R-2016-80 which was originally
passed by the City Commission on August 24, 2016 and later renewed through
Amendment#1 (a copy of which is on file at the City Clerk's Office)as approved by the City
Manager on August 26, 2019.
SECTION 4: The City Manager, or his designee, are hereby authorized to
make changes, issue change orders not to exceed $65,000.00 per Section 6-147 of the
City Code, and close the contract award including, but not limited to making final payment
within the terms and conditions of the contract and within the contract price.
SECTION 5: All resolutions or parts of resolutions in conflict herewith are
hereby repealed to the extent of such conflict.
SECTION 6: If any clause, section, other part or application of this Resolution

is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.
SECTION 7: This Resolution shall become effective immediately upon its
passage and adoption.

Dear Mr. Henry,
As per your request and based on your review comment, we hereby submit for your review and approval,
the scope of services that we believe is needed for the above project. HSQ's proposed scope of services
and fees are in compliance with our existing agreement with the City of Tamarac for "Continuing Services
Agreement".
Our proposed services include (surveying, civil engineering design, utilities coordination, permitting, bid
documents, and construction phase services, and community outreach assistance. The above referenced
project is for new water meters and mains in public streets, abandonment of existing water meters and water
mains in place, and pavement overlay.
PROJECT UNDERSTANDING
The City of Tamarac has identified the need of replacing approximately 3500-LF of water lines in Tamarac
Lakes 1 and 2. The proposed new water lines will be a minimum of 8"diameter and will include the installation of fire
hydrants every 300' radius spacing, and provide for a looped water main system between communities. The water
mains that have been already upgraded by the City in the subdivision will remain as-is. Prepare plans to relocate water
meters from back yards to front yards for approximately 132 homes. Tamarac Lakes Section 1 and 2 have
approximately 1.45 miles of roadway restoration, pavement milling and resurfacing needed as a result of the

Under this work order, HSQ Group, Inc. (HSQ)will provide design and technical specifications, topographical
survey, bid phase services, permitting and regulatory coordination support, bidding assistance and limited
construction support services, and community outreach support for the replacement of approximately 3500-

1 Workshop and Meetings:
• Meeting with City staff to discuss project details.
• Meeting with community to discuss City's Goals objectives, designs and
standards.
• Technical memorandum outlining the project understanding and
deliverables.
2 Data Collection:
• Verify all below and underground utilities. Locate FPL, Comcast etc.
• Prepare horizontal control
• Prepare spreadsheet showing existing meters, addresses, meter sizes
• Set vertical bench
• Topographic survey over proposed water main.
• Locate sanitary sewer
• Locate existing water main and meters
• Locate existing drainage system
• Locate edge of pavement on Prospect Road.
• Walk entire site to check the locations of existing water main and meter
system.
• Collect all utility information from the city and other utility providers.
• QA/QC
3 Design, Cost Estimate Bid Documents and Schedules:
• Design and prepare paving plan to overlay all streets up to Prospect Road A‘,..L,.(2/05
for 1.45 miles of roadway.
• Design and prepare pavement markings and signing plans and details in
accordance with the Broward County Traffic Engineering Division
standards.
• Design pavement restoration plans and landscape restoration plans.
• Meet with City and county during design preparation.
• Design water main relocation in fronting streets and adjacent to lake for
approximately 3,500 linear feet.

4 Permitting:
HSQ will prepare and submit all the required permit applications and permit
packages and will coordinate with all governmental agencies having jurisdictions
as follows:
• City of Tamarac, Public Services
• City of Tamarac Building Department
• Broward County R/W permit (Prospect Road)
• Broward County Traffic Engineering Dept.
• DPEP Health Dept.
• NPDES permit
5 Bidding Phase Services:
• Attend pre-bid meeting
• Reply to RFI's
• Review proposals submitted by contractors.
• Provide technical assistance to staff in contract negotiations.
6 Construction Administration:
Observe civil engineering construction work as required. Work will include shop
drawing review, pre-construction meeting and periodic construction observations.
Review and respond to RFI's. site inspections as needed.
• Review final as-built drawings provided by contractor.
• Prepare certification applications.
• Prepare and submit final conveyance packages to the following agencies:
• Tamarac
• DPEP Health Dept
• Broward County R/W permit
• Broward County Traffic Dept.
7 Administrative Meetings and Pay Requisitions
• Monthly project meetings with City project manager
• Review pay applications by contractor
