Wednesday, May 13, 2020
CALL TO ORDER: Mayor Gomez called the Wednesday, May 13, 2020, City Commission Meeting, being
held virtually, to order at 9:31 a.m.
ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Bolton, Commissioner Gelin, Commissioner Julie
Fishman, Commissioner Placko were in attendance.
Also present were City Manager Michael C. Cernech, City Attorney Sam Goren, and City Clerk Jennifer
Johnson.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance.
PROCEDURES FOR VIRTUAL MEETINGS
City Attorney, Sam Goren, reviewed the procedures related to hosting and managing a virtual public
meeting in accordance with Governor Ron DeSantis' Executive Order 20-69, amended by Executive
Order 20-112, and the City of Tamarac's order, which was adopted at the April 22, 2022, City
Commission meeting.
1. PROCLAMATIONS& RECOGNITIONS
Mayor Gomez stated we have several Proclamations on the agenda and stated they would not be read;
however, they would be distributed to the respective recipients following the meeting.

Tamarac
i.) IEMO Course Level III —Vice Mayor Bolton, Commissioner Fishman, and
Commissioner Gelin
Requested by the Florida League of Cities. Mayor Gomez commended each member on the
completion of the"The Leadership Challenge" course and for their continued dedication XXXXX

a. Vice Mayor Bolton
Vice Mayor Bolton thanked the Mayor[Gomez]for acknowledging the receipt of the certificate.
Bolton stated he remains active in his community. He stated his phone is still on and his phone
number is 954-275-3850 and 954-597-3463 and he is on Facebook at
Facebook.com/Commissioner Bolton. He stated Sunday was Mother's Day, and he is pleased to
wish all the mothers in the City a wonderful Mother's Day. May is Mental Health Month and he
posted a video on the subject to his Facebook page, and it highlights the importance of the
observance.
b. Commissioner Gelin
Commissioner Gelin stated he will be at University Hospital today recognignizing our Healthcare
Heros. Gelin stated he was late to previous meeting because he was helping with the first food
giveaway event. Gelin thanked Vice Mayor Bolton for letting him help out on his facemask
initiative. He stated Broward County issued an order that made face masks mandatory but not a
venue to provide or make face masks. It was proactive on Vice Mayor Bolton's part and it filled an
important need. Gelin stated we are days away from reopening, and I don't think it is a good idea
to reopen. Dr. Fauci stated on television that if we don't open properly, we are open for much
work in the fall. Gelin stated a comparison to the Ford Pinto and the cost of a person's life. He
thanked Broward County Mayor Dale Holness, Broward County Commissioner, Michael Udine,
Vice Mayor Bolton and State Representatives Anika Omphroy and Dan Daley for their assistance
with the Hospital Hero's event.
c. Commissioner Fishman
Commissioner Fishman stated Happy Mother's Day, and it was quiet, but enjoyable. Fishman
congratulated her former Community Engagement Liaison, Gabi DeSilva, who graduated from
FIU [Florida International University]with a master's degree in Global Affairs, Corporate Risks
and Social Responsibility today.
d. Commissioner Placko
Commissioner Placko stated the parade in Kings Point, for our 100-year-old Veteran Arthur
Schorr was incredible. Placko stated she did not want to make light of what is going on; however,
I have really seen the good side of people. Neighbors are helping neighbors. They are shopping
for one another. I have even seen neighbors sharing toilet paper. Another neighbor went up to
Lake Worth and bought vegetables and brought them back to share. Placko stated one her
residents came up with the idea of blue ribbons to show support of first responders. Placko
provided a picture of blue ribbons tied around mailboxes, trees at the front of community
entrances. Mother's Day was strange this year, but we all got through it, and it will be better next
year. Placko stated she has received many calls, from both sides, about reopening. I think we are
rushing it,just my personal opinion, and it you are uncomfortable going out don't.
e. Mayor Gomez
Mayor Gomez stated she has seen the blue ribbons and she loves it. University Hospital is
putting out signs on their lawn Friday morning as well. If you can get signs, bring it to the lobby
and they will put them out. Also, thank you to Florida Medical Center and Broward oCunty and
Coral Springs hospitals. Gomez stated it has been a busy two weeks and the fun part has been
celebrating the 100-year-old, 99-year-old birthdays. People still living, despite such
unprecedented times, and we are getting through this. Gomez stated she has had the pleasure of
being on various calls including the White House briefing, Division of Emergency Management,
US Conference of Mayors, Florida League of Mayors and the best conferences have been the
calls with the Broward County Mayors and Mayor Holness. We have had Dr. Fauci and State
Surgeon General Scott A Rivkees on our calls, and the concern is reopening and making sure it
is done smart. Those recommendations have been provided and reviewed. It must be done on a
regional basis, and it is because we travel. It is going to be important that businesses and
consumers do their part. It is not a mass opening Monday, and we have some more information
forthcoming from the City Manager and Broward County. There is food drive at Christian Life
Center right now, and it has been a pleasure to serve with them as well the Korean Methodist

Church and the Christian Life Center. People are coming from all over the County, and it is not
just Tamarac residents. The assistance will continue. Gomez thanked all the essential personal
as well as our employees who are doing an amazing job keeping our city going. Gomez stated it
was also Public Works Week and she thanked the Public Services Department for everything
they do. She thanked our nurses, hospitals, and teachers for keeping a positive attitude. Gomez
reminded everyone to tune in at 7:15 p.m. tomorrow the Virtual Town Hall being hosted by
Senator Perry Thurston. The meeting will feature Broward Schools Superintendent Robert
Runcie. Tomorrow at 1 p.m. I will be with the CEO of University Hospital to answer questions
related to what the hospital is doing to keep people comfortable for elective procedures. Gomez
stated, stay safe, stay healthy and keep doing what you are doing.
3. CITY ATTORNEY REPORT
City Attorney, Sam Goren, stated the Broward League of Cities would be hosting a 2-hour virtual
Ethics Course on May 22. Goren stated Broward County amended their Ethics Code, by
Ordinance 20-20, May 5, 2020. The changes are relative to charitable fundraising, receipt of
donations, posting such notices on social media and in newsletters. Goren stated the office has
sent a memo to each explaining, and the amendment would be discussed further during the
upcoming training.
4. CITY MANAGER REPORT
a. COVID-19 Status Update and City Operations
City Manager, Michael Cernech, provided an update on the status of City operations and
preparedness details related to reopening following orders from Governor DeSantis and Broward
County. Cernech stated City Hall will remain closed for now. Fire Chief Percy Sayles, Chief
Building Official Claudio Grande, Director of Parks& Recreation Greg Warner, Director of Public
Services Jack Strain, Senior Strategic Communications Officer, Elise Boston, and Economic
Development Manager Lon Funderwhite provided a presentation related to current operations. A
copy of the presentation on file in the City Clerk's Office.

3. PUBLIC PARTICIPATION
Mayor Gomez opened for public participation and read instructions for public access during a virtual
meeting.
1. Dan Daley, Florida Representative— District 97,joined the meeting telephonically. Daley
emphasized that resident safety is the number one priority with reopening. He provided data on
the number of unemployment applications and called the system a disaster. He offered to help
individuals who were having trouble with the system as best he could. Daley also stated
employees who file a 1099, can now apply for assistance by filing the Pandemic Unemployment
Assistance (PUA)form. Finally, Daley stated he is hosting a virtual story time Friday's at 1:30 for
children, and he would be making congratulations videos for any seniors who are interested.
Mayor Gomez asked the City Clerk if there were any comments submitted via email.

2. Kimberly Hastings— During COVID-19 are water bills supposed to be assessed the late fee? If
no, then mine has. I've been paying as I have during this time. I did pay on it yesterday.
3. Ronald Coles— Is Jones Park for Dogs open now? Thanks. Ron Coles in the Woodlands.
4. Philher1@gmail.com — Hi. Can you tell me if these [tennis courts]will open soon in On the Green,
Jasmine community?
5. Elvira Santana—When are you opening up the salons....restaurants...barbershops....stores...if
Walmart homedepot are open and thdy do a horrible job social distancing..litrle venue can do
social distancing in a much better way. Family are losing ther bu...
6. Debbie Fine—When can we expect city pools open? It would be nice for seniors to at least be
able to use pools first thing in the morning.
7. Leslie Castillo— Hi there. Thank you for all the emails regarding the Covid-19 information. I'm a
bit confused with the last email sent out on May 7th stating that the parks were extending hours to
7:30PM. I just went to the park on southgate and university and the man there told me they
closed at 6PM/As far as I know that is a park of Tamarac, so I'm not sure why if that was
effective today Monday, May 11th. I f you could please explain this, I'd greatly appreciate it.
8. Ariel DuVerney Gattison [from Facebook] —Mask awareness needs to be addressed within
Tamarac's communities...
9. Martha Hamm, of 8307 NW 74 Avenue, Tamarac,joined the meeting by telephone. Hamm
thanked everyone that has been done in the community and stated she has lived in the City for
22 years and loves it, however, there has been a problem with noise in the last 3-to-4 months.
She has called the non-emergency number on several occasions and has not received any
assistance. Mayor Gomez told Ms. Hamm that the City would contact her directly to follow up.
10. Judy Hunter[from Facebook] —Hello, Thank you Vice Mayor Bolton for the face masks and all of
your assistance.
4. CONSENT AGENDA
a. Approval of the Feb. 26,2020, City Commission Minutes
b. TR13417—Replacement of water valve at the intersection of W. McNab Road and NW 8th
Ave.
A Resolution of the City Commission of the City of Tamarac, Florida, approving the piggy-back of an
Agreement with GT General Contractors, LLC, utilizing pricing from an Agreement obtained through a
formal competitive process by the City of Coral Springs, Florida (Bid No. 19-B-063F)valid to August
20, 2021 and any subsequent renewal options may be extended by any renewal options as approved
by the City of Coral Springs; authorizing an expenditure for the contract amount of$99,726.00, a
contingency in the amount of$29,917.80 will be added to the project account for a total project
budget of$129,643.80,,to replace a 24-inch water valve; authorizing additional expenditures not to
exceed the annual budgeted amount for additional work within the scope of this contract for budgeted
water distribution system upgrades; authorizing an expenditure from the appropriate accounts;
authorizing the appropriate City officials to administer the contract; authorizing the appropriate City
officials to execute contract renewals; providing for conflicts; providing for severability; and providing
for an effective date.
c. TR13406—Approve Design of Buffer Wall Phase VI
A Resolution of the City commission of the City of Tamarac, Florida, approving execution of Task
Authorization No. 20-13D with Stantec Consulting Services Inc. to provide Professional Engineering
Services for the Design and Permitting of the Citywide Buffer Wall Project Phase VI (Prospect Road),
which is generally located on the north side of Prospect Road from 250' west of NW 15th Avenue to
50' west of NW 19th Way, in accordance with the City's Continuing Services Agreement as authorized
by Resolution R-2016-80; authorizing an expenditure for said purpose in an amount not to exceed
$89,439.00; providing for conflicts; providing for severability; and providing for an effective date.
d. TR13411 —Confirming Appointment of Philip E. Forsberg III as the 5th Trustee to the Police
Pension Board

A Resolution of the City Commission of the City of Tamarac, Florida, confirming appointment of Philip
E. Forsberg, Ill as the 5th member Trustee of the Police Pension Board to serve a two-year term
ending February 19, 2022 or until new appointments are made; providing for conflicts; providing for
severability; and providing for an effective date.
e. TR13423—Amendment to Additional Three-Cent Local Option Gas Tax Agreement
A Resolution of the City Commission of the City of Tamarac, Florida, approving the 2020 Amendment
to the interlocal agreement between Broward County and the City of Tamarac providing for division
and distribution of the proceeds from the Broward County Additional Three-Cent Local Option Gas
Tax on Motor Fuel Ordinance; providing for conflicts; providing for severability; and providing for an
effective date.
f. TR13424—Amendment to Additional Fifth-Cent Local Option Gas Tax Agreement
A Resolution of the City Commission of the City of Tamarac, Florida, approving the 2020 Amendment
to interlocal agreement between Broward County and the City of Tamarac providing for division and
distribution of the proceeds from the Broward County Additional Fifth-Cent Local Option Gas tax on
Motor Fuel Ordinance; authorizing the appropriate city officials to execute the 2020 Amendment to
Interlocal Agreement; providing for conflicts; providing for severability; and providing for an effective
date.
g. TR13425-Confirming Appointment of Omar Jirau and Steven Korte as Elected Trustees to
the Firefighter Pension Board of Trustees
A Resolution of the City Commission of the City of Tamarac, Florida, confirming appointment of Omar
Jirau and Steven Korte as Firefighter Elected Trustees of the Firefighter Pension Board to each serve
a four-year term ending May 13, 2024, or until new appointments are made; providing for conflicts;
providing for severability; and providing for an effective date.
h. TR13426— Denouncing White Supremacy
A Resolution of the City Commission of the City of Tamarac, Florida, condemning and denouncing
white supremacy, bias and hate in all of its forms; committing to ensuring civil and human rights are
afforded to all individuals in the City of Tamarac; and reaffirming Tamarac's commitment to peace,
respect, inclusivity, and equity for all; providing for conflicts; providing for severability; and providing
for an effective date.
i. TR13427—Lease-end Buyout with Lenovo Financial Services
A Resolution of the City Commission of the city of Tamarac. Florida, authorizing the appropriate City
officials to exercise the buyout option of the three year lease agreement with Lenovo Financial
Services expiring in May 2020 and purchase the two hundred and twenty-two (222) desktops and
laptops for a total cost of$78,559.24; providing for conflicts; providing for severability; and providing
for an effective date.
Mayor Gomez asked the City Manager if there are any additions or deletions.
City Manager, Michael Cernech stated there are no additions or deletions this morning Madam
Mayor.
Mayor Gomez called for a motion and a second to approve the Consent Agenda.
Commissioner Fishman requested Item 6.h.-TR13426 Denouncing White Supremacy, be pulled for
discussion.
Commissioner Gelin motioned to approve the Consent Agenda. Commissioner Fishman seconded.
City Clerk, Johnson, conducted a roll call vote and the motion carried unanimously 5-0.
City Attorney, Goren, read the title of TR13426 Denouncing White Supremacy resolution for the
record.

Commissioner Gelin motioned to have TR13426 Denouncing White Supremacy tabled to the next
meeting. Vice Mayor Bolton seconded. City Clerk, Johnson, conducted a roll call vote and the motion
carried unanimously 5-0.

5. ORDINANCE(S) - FIRST READING
a. TO2426- Parking on Public Rights of Way-Repeal and Replace
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 14, "Motor
Vehicles and Traffic", Article II, "Stopping, Standing and Parking", Section 14-26, "Parking
Restrictions— Public Rights-of-Way", by repealing Subsections 13-26(a) and (b) of the City of
Tamarac Code of Ordinances, to provide for consistent and general parking restrictions, applicable
citywide; providing for conflicts; providing for severability; providing for codification; and providing for
an effective date.
City Attorney, Sam Goren, read the title for the record.
Commissioner Fishman motioned to table the item until the public can participate. Commissioner
Gelin seconded.
Attorney Goren clarified the motion is to table the item to a time certain coincident with date of
opening public buildings under whatever circumstances at that time.
Commissioner Gelin departed the virtual meeting at 11:00 a.m.
City Clerk, Johnson, conducted a roll call vote and the motion carried unanimously 4-0.
6. ORDINANCE(S)-SECOND READING
a. TO2428-Ordinance Increasing the Filing Fees for Mayor and Commission Candidates
An Ordinance of the City Commissioner of the City of Tamarac, Florida, amending Chapter 2,
"Administration,"Article II, "City Commission," of the City of Tamarac Code of Ordinances by
amending Section 2-26, "Filing of Notice of Intent to Run for Office; Filing Fee"; providing for conflicts;
providing for severability; providing for codification; and providing for an effective date.
City Attorney, Sam Goren, read the title for the record.
Mayor Gomez opened for comments from the public. There being none, Mayor Gomez moved to
discussion by the Commission. None.
Commissioner Placko motioned to approve. Commissioner Fishman seconded. City Clerk, Johnson,
conducted a roll call vote and the motion carried unanimously 4-0.
b. TO2429-Ordinance Amending the Code to Include Mandatory Electronic Campaign
Treasury Reporting
An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 2,
"Administration,"Article II, "City Commission," of the City of Tamarac Code of Ordinances, by creating
Section 2-36, "Campaign Finance Reports"; providing for conflicts; providing for severability; providing
for codification; and providing for an effective date.
City Attorney, Sam Goren, read the title for the record.
Mayor Gomez opened for comments from the public. There being none, Mayor Gomez moved to
discussion by the Commission. None.

c. TO2430—Ordinance Amending Section 10-5.7 of the City's Land Development Code
Entitled "Impact Fees" Amending the Imposition Date of New Development Impact Fees and
Certain Exemption Criteria to effectuate Change to Imposition Date for New Development
Impact Fee
An Ordinance of the City of Tamarac, Florida, amending the imposition date for New Development
Impact Fees established in Section 10-5.7 entitled "New Development Impact Fees" of Chapter 10, of
the Tamarac City Code, amending certain exemption criteria to effectuate change to imposition date
for new development impact fees; providing for conflicts; providing for severability; providing for
codification; and providing for an effective date.
City Attorney, Sam Goren, read the title for the record.
Mayor Gomez opened for comments from the public. There being none, Mayor Gomez moved to
discussion by the Commission. None.
Commissioner Fishman motioned to approve. Commissioner Placko seconded. City Clerk, Johnson,
conducted a roll call vote and the motion carried unanimously 4-0.
11. QUASI-JUDICIAL HEARING(S)—NONE
12. OTHER
a. Discussion and motion appointing members of the City Commission to the Broward League
of Cities
Discussion by the Commission ensued related to the deadline to appoint members, current
appointments, and interest in continuing as an appointee.
Commissioner Placko motioned to appoint Mayor Gomez as Director, Vice Mayor Bolton as First
Alternate, and Commissioner Fishman as Second Alternate. Vice Mayor Bolton seconded. City Clerk
Johnson conducted a roll call vote and the motion carried unanimously 4-0.
There being no additional business to discuss, Mayor Gomez adjourned the meeting at 11:08 a.m.
