HomeMy WebLinkAbout2020-02-10 - City Commission Workshop Meeting Minutes City of Tamarac City Commission Workshop - Minutes Monday, February 10, 2020 CALL TO ORDER: Mayor Gomez called the Monday, February 10, 2020, City Commission Workshop, being held in Conference Room 105 at 7525 NW 88th Avenue, Tamarac, Florida, 33321, to order at 9:33 a.m. ROLL CALL: Mayor Michelle J. Gomez, Vice Mayor Marlon Bolton, Commissioner Debra Placko were in attendance. Commissioner Julie Fishman and Commission E. Mike Gelin were absent. Also present were City Manager Michael C. Cernech, City Attorney Sam Goren and City Clerk Jennifer Johnson. PLEDGE OF ALLEGIANCE: Mayor Michelle J. Gomez led the Pledge of Allegiance. 1. TR13401 —Tamarac 2020 Federal Legislative Update &Agenda TR13401 -A Resolution of the City Commission of the City of Tamarac, Florida, approving the City of Tamarac 2020 Federal Legislative Agenda; directing the City Clerk to transmit a copy of the City of Tamarac 2020 Federal Legislative Agenda to the National League of Cities, the U.S. Senators from Florida, Florida Congressional Delegation and the Broward County Board of County Commissioners; providing for conflicts; providing for severability; and providing for an effective date. Assistant to the City Manager, Laura Karpaviciute, introduced the item. Val Gelnovatch of The Ferguson Group, provided a presentation, which is on file in the City Clerk's Office. Discussion by the Commission ensued related to the Community Policing Grant, the Broward Sheriffs Office being the lead application lead, Broward County Surtax monies being a positive because it shows a commitment to local infrastructure improvements. The consensus of the Commission is to move forward with an effort to have a separate zip code for Tamarac. Ms. Gelnovatch stated she would provide the information related to the steps the City needs to take for action. 2. TR13402 - Lauderdale Lakes Support for NW 31st Avenue Transportation TR13402 -A Resolution of the City Commission of the City of Tamarac, Florida, supporting the Broward Metropolitan Planning Organization (MPO) and the City of Lauderdale Lakes in its effort to coordinate the transportation planning for the NW 31 Avenue Transportation/Transit Related Corridor Improvement project from Broward Boulevard to Commercial Boulevard; providing for conflicts; providing for severability; and providing for an effective date. Community Development Director Maxine Calloway introduced the item. Assistant City Manager, Lauderdale Lakes, Peggy Castano, and City Engineer, Lauderdale Lakes, Nasir Maqsood provided background information, and stated the Lauderdale Lakes is looking for a resolution of support from the City of Tamarac. Discussion by the Commission ensued related to the PD&E study stretching from McNab Road to Broward Blvd., Lauderdale Lakes would be paying the$10,000 required match for the project, and there being no fiscal impact to the City of Tamarac at this time. Strategic Plan 2040 Update City Manager, Mike Cernech, Assistant City Manager Kathleen Gunn, Assistant to the City Manager, Laura Karpaviciute provided a presentation, which on file in the City Clerk's Office. Discussion by the Commission ensued related to Code Enforcement having a positive snowball effect homes and businesses, the improvements taking place on the east-side being a refreshing change and commending the staff for the hard work they have put into the plan. Mayor Gomez recessed the meeting at 10:42 a.m. Mayor Gomez reconvened the meeting at 11:07 a.m. 4. TR13397 -Sunset Point Park/Veteran's Park Improvements TR13397 -A Resolution of the City Commission of the City of Tamarac, Florida, awarding RFQ No. 19-26Q to and approving an Agreement with CPZ Architects, Inc. For the Design of Sunset Point and Veterans Park Renovations at a contract cost of$258,705.00, a contingency in the amount of$25,870.50 (10% of the contract cost)will be added to the project account, for a total project budget of$284,575.50; providing for conflicts; providing for severability; and providing for an effective date. Parks & Recreation Director Greg Warner introduced the item and provided a presentation, which is on file in the City Clerk'. Assistant Director/Capital Projects Manager John Doherty, and Purchasing/Contracts Manager Keith Glatz provided additional information as needed. Discussion by the Commission ensued related to the timeframe for completion, which would be late summer or early fall 2021, increasing the number of parking spots up to 45 spaces, and if there would be consideration for the scheduling the closure so it does not affect the Memorial Day or Veteran's Day events. 5. TR13403 -Bid Authorization for Tax Deed Auction TR13403 -A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the City Manager to take all necessary action to participate in the tax deed auction for the property located at 4959 N. State Road 7 for a total purchase price not to exceed One Million Four Hundred Thousand Dollars ($1,400,000.00); providing for conflicts; providing for severability; and providing for an effective date. Economic Development Manager Lori Funderwhite, and Director of Financial Services, Mark Mason, provided background and a presentation, which is available in the City Clerk's Office. Discussion by the Commission ensued related to this being an excellent opportunity for the City of Tamarac. 6. TR13400 -Grant Award - Federal Emergency Management Agency (FEMA) A Resolution of the City Commission of the City of Tamarac, Florida accepting a Hazard Mitigation Grant Program (HMGP) award from the Florida Division of Emergency Management (FDEM) through the Federal Emergency Management Agency (FEMA) for the City of Tamarac Lift Station Generator Project in the amount of$431,668.50; authorizing the appropriate City Officials to execute a grant agreement and necessary documents pending legal review between FDEM and the City of Tamarac for HMGP grant funding in the amount of$431,668.5; Page 2 of 4 CITY COMMISSION MEETING January 8th, 2020 providing for up to a 25% match in local funds in an amount not to exceed $143,889.50; providing for conflicts; providing for severability; and providing for an effective date. Grants Administrator Mike Gresek and Public Services Director, Jack Strain, presented information and a presentation, which is on file in the City Clerk's Office. Gresek added, the City recently found out they are also in receipt of an additional FEMA grant that will further decrease the amount the City would need to offset the cost of the generators. Discussion by the Commission ensued related to this being great news for the City, and appreciating all the work Mr. Gresek adds to the City. 7. TO2424 -Amendment To The Tamarac Procurement Code TO2424 -An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 6 of the City's Code of Ordinances entitled "Finance and Taxation", specifically amending Article V Entitles "Tamarac Procurement Code" by updating and modernizing existing procurement means and methods; creating a Veteran's preference; providing for codification; providing for Conflicts; providing for severability; providing for an effective date. Purchasing/Contracts Manager Keith Glatz, Director of Financial Services Mark Mason, and Assistant City Attorney, Quentin Morgan, outlined the three changes to the Procurement Code. No discussion by the Commission. 8. Discussion -Earth Day 2020 Event City Manager, Michael C. Cernech, stated there are a few projects in the works, but he would like to discuss working together. The consensus of the Commission is to move the discussion to the next workshop.
