CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2020-
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPROVING A MEMORANDUM OF
UNDERSTANDING WITH THE FEDERATION OF PUBLIC
EMPLOYEES, A DIVISION OF THE NATIONAL FEDERATION
OF PUBLIC AND PRIVATE EMPLOYEES (FPE) AFFILIATED
WITH DISTRICT 1-MEBA (AFL-CIO), TO EXTEND THE TERMS
AND CONDITIONS OF EMPLOYMENT IN THE EXISTING
COLLECTIVE BARGAINING AGREEMENT BETWEEN THE
CITY OF TAMARAC AND THE FPE FOR THE PERIOD FROM
OCTOBER 1 , 2020 THROUGH SEPTEMBER 30, 2021;
AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO
EXECUTE THE MEMORANDUM OF UNDERSTANDING;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
• WHEREAS, the Agreement between the City of Tamarac and the
Federation of Public Employees (FPE), expires on September 30, 2020; and
WHEREAS, the City of Tamarac created a negotiating team to enter into a
Memorandum of Understanding which extends the terms and conditions of
employment of the existing collective bargaining agreement for a one-year
period; and
WHEREAS, the negotiating team consisted of the Special Counsel for
Labor, Director of Human Resources, Assistant Director of Human Resources,
Public Services Operations Manager, and Senior Accountant; and
WHEREAS, the City of Tamarac and the FPE have collectively bargained
in good faith and have reduced said bargaining to a Memorandum of
• Understanding attached as Exhibit I; and

WHEREAS, on September 4, 2020, the employees covered by this111/
Agreement, ratified the Memorandum of Understanding; and
WHEREAS, it is the recommendation of the City Manager and the
negotiating team to approve the Memorandum of Understanding; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it
to be in the best interests of the citizens and residents of the City of Tamarac to
approve the Agreement and provide for its proper execution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: That the foregoing "WHEREAS" clauses are hereby ratified
and confirmed as being true and correct and hereby made a specific part of this
Resolution. •
SECTION 2: That the City Commission approves the Memorandum of
Understanding which extends the terms and conditions of the existing collective
bargaining agreement for a one-year period, attached as "Exhibit I" by and
between the City of Tamarac and the Federation of Public Employees, A Division
of the National Federation of Public and Private Employees Affiliated with District
1-MEBA (AFL-CIO) for the period from October 1, 2020 through September 30,
2021.
SECTION 3: That since the members of the Bargaining Unit ratified the
Memorandum of Understanding on September 4, 2020, the appropriate City
Officials are hereby authorized to approve said Memorandum of Understanding
on behalf of the City of Tamarac. •

IIISECTION 4: That all appropriate budget transfers required to fund the
provision of this Resolution are hereby approved.
SECTION 5: All resolutions or parts in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 7: If any clause, section, or other part of application of this
Resolution is held by any court of competent jurisdiction to be unconstitutional or
invalid, in part or application, it shall not affect the validity of the remaining
portions or applications of this Resolution.
SECTION 8: This Resolution shall become effective immediately upon its
passage and adoption.

MEMORANDUM/IF k1NDERSTANDING BETWEEN
TliFfjTY QF TAMARAC AND THE FEDERATION OF PUBLIC EMPLOYEE AEL OS2
The CITY OF TAMARAC(the"CITY")and the FEDERATION OF PUBLIC EMPLOYEES
(the"FPE").collectively the"Parties",enter into this Memorandum of Understanding(MOD) for
the purpose of extending the terms and conditions of employment in the existing Collective
Bargaining Agreement("CBA")between the CITY and the FPE.
WHEREAS. the CITY and the FPE are Parties to a CBA which is scheduled to expire
September 30. 2020: and
WHEREAS.the Parties recognize that the CITY and the members covered by this CBA
have been impacted by the unprecedented financial and physical effects of the COVID 19
Pandemic;and,
WHEREAS. the Parties are desirous of continuing the harmonious relationship that
exists in labor; and
NOW THEREFORE.the parties agree as tOIlows:
1. The foregoing whereas clauses are true and correct.
2. The CITY and the FPE agree that effective October I.2020. all employees covered
under the CBA shall receive a 3% across the hoard wage increase.
3. All othert erms oldie Collective Bargaining Agreement between the City and the
FPE expiring September 30. 2020. shall continue and he extended for one (1) year without
any change. through September 30. 2021.except as expressly modi lied herein by the CITY
and the FPE.
