A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA, APPROVING CHANGE ORDER 3
TO THE CONTRACT WITH JOHNSON CONTROL
SECURITY SOLUTIONS, LLC, FOR THE CITYWIDE
SECURITY SYSTEMS UPGRADE (PHASE 1), TO ADD
ADDITIONAL DESIGN CHANGES AND SECURITY
ENHANCEMENTS / NEEDS TO THE CONTRACT, AT A
COST NOT TO EXCEED $151,198.59, INCREASING THE
CONTRACT FROM A TOTAL OF $833,814.52 TO A TOTAL
OF $985,013.11, PLUS THE PREVIOUSLY APPROVED
CONTINGENCY OF $83,382.00, AND A NEW TOTAL
PROJECT BUDGET $1,068,395.11; AUTHORIZING AN
ADDITIONAL APPROPRIATION IN THE AMOUNT NOT TO
EXCEED $151,198.59 TO BE INCLUDED IN A FUTURE
BUDGET AMENDMENT PURSUANT TO F.S. 166.241(2);
• AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE
TO MAKE CHANGES AND ISSUE CHANGE ORDERS IN
ACCORDANCE WITH THE THRESHOLDS AND
PROVISIONS DELINEATED IN SECTION 6-147(J)(2) OF
THE TAMARAC PROCUREMENT CODE; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, technology is one of the key components in the efficient delivery of
City services, and the City's security infrastructure is critical to ensuring continued
operations and protecting City facilities; and
WHEREAS, on November 13, 2019, the City Commission approved Resolution R-
2019-129 awarding RFP 19-20R to Johnson Controls Security Solutions, LLC, a qualified
security consultant, and authorizing Citywide Security Systems Upgrade (Phase 1) of the

Security Master Plan, at a total contract cost of $833,814.52, with an initial 10% •
contingency amount of$83,382.00, for an initial total project budget of$917,197.52; and
WHERAS, on August 12, 2020, the City of Tamarac approved Change Order 1,
in the amount of$6,704.46, for the purchase of new security badges which provide and
use more secure technology, paid out of contingency; and
WHEREAS, on September 30, 2020, the City approved Change Order 2,
authorizing an extension of one hundred twenty (120) days to the project schedule due
to the Covid-19 pandemic; and
WHEREAS, during project implementation, additional design changes and security •
enhancements/ needs were identified, with a total cost of$151,198.59; and
WHEREAS, it is the recommendation of the Director of Information Technology
that the City Commission approve Change Order 3, attached hereto as Exhibit 1, to the
contract with Johnson Control Security Solutions, LLC for the Citywide Security Systems
Upgrade (Phase 1), to add the additional design changes and security enhancements/needs
identified to the contract, at a cost not to exceed $151,198.59, increasing the contract from a
total of $833,814.52 to a total of $985,013.11, plus the previously approved contingency of
$83,382.00, and a new total project budget $1,068,395.11; and

• WHEREAS, additional fundingfor the Citywide SecuritySystems Upgrade (Phase
Yw Y
1) is available in the Capital Improvement Project (CIP) budget, Project GP2OE; and
WHEREAS, the City Commission of the City of Tamarac, Florida deems it to be in
the best interests of the citizens and residents of the City of Tamarac to approve and to
authorize Change Order 3 to the contract with Johnson Control Security Solutions, LLC for
the Citywide Security Systems Upgrade (Phase 1), to add the additional design changes and
security enhancements/ needs identified to the contract, at a cost not to exceed $151,198.59,
increasing the contract from a total of $833,814.52 to a total of $985,013.11, plus the
previously approved contingency of $83,382.00, and a new total project budget
$1,068,395.11.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF TAMARAC, FLORIDA THAT:
SECTION 1 : The foregoing "WHEREAS" clauses are hereby ratified and
confirmed as being true and correct and are hereby made a specific part of this Resolution
upon adoption hereof. All exhibits attached hereto are incorporated herein and made a
specific part hereof.
SECTION 2: The City Commission hereby approves and authorizes Change Order
3 to the contract with Johnson Control Security Solutions, LLC for the Citywide Security
Systems Upgrade (Phase 1), to add the additional design changes and security
enhancements / needs identified to the contract, at a cost not to exceed $151,198.59,

increasing the contract from a total of $833,814.52 to a total of $985,013.11, plus the

previously approved contingency of $83,382.00, and a new total project budget
$1,068,395.11.
SECTION 3: The appropriate City Officials are hereby authorized to expend an
amount not to exceed $1,068,395.11 for said purpose.
SECTION 4: Funding of $917,197.00 was appropriated in the FY 2020 Capital
Improvement Project (CIP) budget, in Project GP20E. An additional appropriation of
$151,198.59 will be required and will be included in a future budget amendment pursuant
to Section F.S. 166.241(2).
SECTION 5: The City Manager or Designee is hereby authorized to issue Change •
Orders in amounts not to exceed established threshold per Section 6-147 of the City
Code.
SECTION 6: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION 7: If any clause, section, other part or application of this Resolution is
held by any court of competent jurisdiction to be unconstitutional or invalid, in part or
application, it shall not affect the validity of the remaining portions or applications of this
Resolution.

• SECTION 8: This Resolution shall become effective immediately upon its
passage and adoption.

DESCRIPTION: Design changes and security enhancements/needs
PURPOSE OF CHANGE ORDER: During project implementation, additional design changes and security
enhancements/needs were identified, including the following:
• Integration of new Water's Edge Park card readers/cameras into the new Access Control

System and Video Surveillance System. Water's Edge Park is a new park which was planned and
built after completion of the Security Master Plan;therefore, necessary components, licensing, etc.
were not already included in the Citywide Security Systems Upgrade (Phase 1) project. Total cost of
change is$12,191.80.
• Purchase and installation of additional security gate equipment for the BSO Tamarac District
Office HQ. Total cost of change is$8,726.36.
• Purchase and installation of additional access control system card readers and security cameras
for Fire Station 15. Due to the critical nature I use of certain areas within the facility, items originally
planned for Phase 2 and Phase 3 were advanced to Phase 1. Total cost of change is$27,589.35.
• Integration of new Fire Station 36 card readers/cameras into the new Access Control System
and Video Surveillance System. Fire Station 36 is a fire station which was planned and built after
completion of the Security Master Plan;therefore, necessary components, licensing, etc.were not
already included in the Citywide Security Systems Upgrade(Phase 1) project. Total cost of change is
$22,566.74
• Camera location changes at Fire Station 41. The total cost of change is$1,414.45.
• Purchase and installation of additional access control system card readers/door controllers for
City Hall. Due to the critical nature/use of certain areas within the facility, items originally planned
for Phase 2 and Phase 3 were advanced to Phase 1. Total cost of change is$44,489.69.
• Purchase of additional licenses and maintenance for card readers not present during design of
Security Master Plan. Total cost of change is$8,814.16.
• Purchase of additional licenses and maintenance for cameras not present during design of
Security Master Plan. Total cost of change is$25,406.04.
