CITY OF TAMARAC, FLORIDA
RESOLUTION NO. R-2021 1
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF TAMARAC, FLORIDA, ESTABLISHING A
POLICY FOR AWARDING KEYS TO THE CITY AND
GRANTING CITY PROCLAMATIONS; PROVIDING
FOR CONFLICTS; PROVIDING FOR SEVERABILITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, most local government have a tradition of granting Keys to the City which is
a symbolic and honorary gesture to those persons or entities receiving the key that the City
acknowledges their contribution in furthering the ideals of the City, or to recognize outstanding
achievement in public life; and
WHEREAS, the City Commission also has a tradition of granting proclamations to
individuals and organizations for events or causes which positively impact the community and
convey an affirmative message the City residents and businesses; and
WHEREAS, the City wishes to establish a policy with guidelines for the City Commission
members to sponsor the awarding of Keys to the City and proclamations to individuals,
organizations and businesses.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
TAMARAC, FLORIDA THAT:
SECTION 1: The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
being true and correct and are hereby made a specific part of this Resolution.
SECTION 2: Policy for Awarding Keys to the City.

A. Criteria: A Key to the City may be awarded to an individual, organization, or business when
there is demonstrated contribution to ideals of the City or substantial achievement in public
life. A Key may also be awarded to a person who has performed an act of heroism or who
has made a contribution to the general public or it may be awarded to any individual
deemed worthy of a Key to the City by a member of the City Commission.
B. Sponsor: Any elected official may sponsor the award of a Key to the City to any eligible
person, organization, or business. A presentation by the sponsoring elected official will
be made at a regular city commission meeting. The keys to the City shall be issued on
behalf of the Mayor and City Commission.
C. Procedure: A request by an elected official to award a Key to the City must be made in
advance in accordance with established agenda procedures.
D. Exceptions: Keys may generally not be granted to anyone convicted of a felony or under
indictment for a potential violation of criminal laws.
SECTION 3: Policy for Granting City Proclamations.
A. Criteria: A Proclamation may be awarded to an individual, organization, or business to
proclaim certain events or causes when such proclamation positively impacts the
community and conveys an affirmative message to city residents, businesses and visitors.
B. Sponsor: Any elected official may sponsor a Proclamation so long as it meets the criteria,
above. A presentation by the sponsoring elected official will be made at a regular city
commission meeting. The Mayor and sponsoring elected official will sign the Proclamation
on behalf of the City. The Proclamation shall be issued on behalf of the Mayor and City
Commission.
C. Commission Procedure: A request by an elected official to award a Proclamation must be
made in advance in accordance with established agenda procedures.
D. Public Request: A member of the public may also make a request for a Proclamation to
the City. The request must be made to the Office of the Mayor and City Commission at
least six (6) days prior to the meeting where the Proclamation will be read, and the City
retains the right to modify, edit or otherwise amend the Proclamation to meet the City's
requirements, needs or policy determinations. The City retains the right to reject the
Proclamation if it does not meet the City's criteria or other policies of the City.
SECTION 4: All resolutions or parts of resolutions in conflict herewith are hereby repealed
to the extent of such conflict.

SECTION 5: If any clause, section, other part or application of this Resolution is held by
any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall
not affect the validity of the remaining portions or applications of this Resolution.
SECTION 6: This Resolution shall become effective immediately upon adoption.
